38. The Planning Commission concurred with the Staff rzzcmmended revisions to the <br />building height standard proposed by PEMC for that portion of the ECC Property <br />located north of the projected centerline of l2t' Street from 75 feet to 45 feet to <br />reduce shadow and visual impacts to the residential area located north of the ECC <br />property, and made additional revisions to development standards related to a <br />building step back above the fourth floor on buildings adjacent to the east <br />property boundary, and to landscaping standards adjacent to the south property <br />boundary. <br />39. The existing PEMC Master Plan for the Colby Campus and the proposed PEMC <br />Master Plan for the ECC Property as modified by the Planning Commission, will, <br />together, constitute a combined PEMC Master Plan for PEMC's entire campus. <br />40. The Planning Department and Planning Commission have considered the <br />following in determining the standards for the PEMC institutional overlay zone in <br />this location: (a) compatibility with surrounding uses; (b) the unique <br />characteristics of the subject property; (c) the unique characteristics of the <br />proposed uses; (d) the arrangement of buildings and open spaces as they relate to <br />each other within the institutional campus; (e) visual impact of the institution on <br />the surrounding area; (f) public improvements proposed in connection with the <br />development, and (g) the public benefit provided by the institution. <br />41. Any conclusion below that may be construed as a finding is included here as such <br />by this reference. <br />WHEREAS, THE CITY COUNCIL CONCLUDES: <br />Comprehensive Plan Conclusions <br />1.
