The transportation impacts analysis by Perteet, as referenced in the FSEIS <br />(January 2008 and April 2008, for the hospital tower) showed that, with the <br />installation of traffic signals at the intersections of Broadway/13th Street and <br />Broadway/14`h Street, Levels of Service (LOS) at intersections affected by PEMC <br />traffic would meet City standards. <br />33. Parking demand from development of the ECC Property will be accommodated <br />through the required provision of new surface and structured parking spaces on <br />the ECC Property, as necessary for each new phase of development. PEMC will <br />be required to submit a new traffic and parking analysis for each proposed new <br />major development on the ECC Property. <br />34. The Planning Department submitted a Staff Report to the Planning Commission <br />that discussed standards for parking, height, massing and scale, setbacks, curb <br />cuts. site access, garage structures, lighting, signage, greenbelt bu.Ter, pedestrian <br />connection, and. rooftop mechanical equipment. The Staff Report recommended <br />that the Planning Commission approve the PEMC request for a Comprehensive <br />Plan map amendment, a rezone, and the revised PEMC Master Plan for the ECC <br />Property, subject to the development standards,. design guidelines and mitigation <br />requirements incorporated in the Master Plan attached as Exhibit A. <br />35. The Planning Commission reviewed the proposed PEMC Master Plan for the <br />ECC Property Comprehensive Plan amendmen- and rezone at public hearings on <br />April 7, 2008 (hearing on Draft SEIS), June 2, 2008 and. July 7, 2008. <br />36. The ECC Property contains 9.36 acres and, together with the existing 13.8-acre <br />Colby Campus, exceeds the 5-acre minimum area which may be included within <br />an institutional overlay zone. <br />37. The PEMC Master Plan for the ECC Property sets standards for the following <br />elements of development: (a) maximum -allowed building heights; (b) setbacks; <br />(c) lot coverage; (d) landscaping; (e) signs; (f) off-street parking; and (g) other <br />matters. <br />n/� <br />
