PLANNING DIRECTOR DESIGN DECISION <br /> Children's Hospital Clinic Building <br /> SEPA16-013 <br /> DESCRIPTION OF THE PROPOSAL: Children's Hospital proposes to build a 36,600 square foot <br /> clinic building on Providence Regional Medical Center property located on the north side of 13th <br /> Street, and Providence proposes additional "temporary" parking on the site to replace parking being <br /> displaced by the Children's Hospital clinic and the parking required for the new building. <br /> APPLICANT: Providence Everett Medical Center Attn: Darren Reddick <br /> P.O. Box 1147 <br /> Everett, WA 98206 <br /> PROJECT LOCATION: 1815 13th Street <br /> ZONING: R-2-I (Institutional Overlay) <br /> BACKGROUND INFORMATION: <br /> The Institutional Overlay Zone for Master Plan Development of the Providence Regional <br /> Medical Center Everett for the property Providence acquired from Everett Community College <br /> was established by the City Council through adoption of Ordinance No. 3090-08. The master <br /> plan provides for clinic and medical related activities on the property, and requires review of <br /> any buildings and site improvements by the Design Review Committee (DRC) established for <br /> this purpose. The DRC met on June 22, 2016, and again on August 10, 2016 to review the <br /> proposed building and site improvements for compliance with the design guidelines established <br /> for the property by Ordinance No. 3090-08. <br /> Design decisions are to be issued in conjunction with the SEPA environmental determination <br /> associated with the building or site development proposal. The process established in <br /> Ordinance No. 3090-08 requires the DRC to review plans for consistency with the design <br /> guidelines, and to make a recommendation to the City's SEPA Responsible Official. The <br /> Responsible Official is to consider the DRC recommendation as part of the City's SEPA <br /> environmental determination. <br /> SUMMARY OF DESIGN REVIEW COMMITTEE MEETINGS: <br /> At the June 22, 2016 DRC meeting, the committee was provided an overview and description <br /> of the proposed building and associated site improvements. City staff provided the DRC with <br /> an explanation of the process required under the master plan, the nature of the design <br /> guidelines, and anticipated timing of the City's issuance of a decision for the project. <br /> Committee members were able to ask questions and offer comments related to the project <br /> design. <br /> At the August 10, 2016 DRC meeting, the applicant explained changes that had been made to <br /> the site plan since the prior meeting, and City staff provided an analysis of the relevant design <br /> criteria for consideration by the committee. The design changes included the realignment of <br /> the pedestrian path that connects to Oakes Avenue from the east side of the proposed clinic <br /> building to the west side of the proposed building, and associated changes to the landscaping <br />
