PFMC's proposed expansion onto the adjacent ECC Property represents a unique <br />opportunity to accommodate its future growth without the displacement of <br />residences. There is the risk that if this requested expansion is not granted at this <br />time, the opportunity for the community could be lost. <br />Rezone Conclusions <br />12. The rezone is consistent with applicable Comprehensive Plan Policies and the <br />Comprehensive land Use Map, as amended, for the reasons discussed above, <br />particularly in Comprehensive Plan Conclusions 2 through 5. <br />l 3. The Institutional Overlay zone, which will be governed by the Master Plan <br />development standards and design guidelines, as well as other provisions of the <br />Everett Municipal Code, mitigate the adverse impacts upon land uses in the <br />immediate vicinity of the subject property. <br />14. The rezone bears a substantial relation to the public health, safety and welfare by <br />providing additional capacity for health care services while mitigating impacts. <br />15. The amendment to the zoning map promotes the best long-term interests of the <br />Everett community by providing a long-term plan and framework for meeting the <br />health care needs of the community bevond 2030, while mitigating impacts to the <br />immediate area. <br />W The rezone is necessary to implement the Comprehensive Plan Amendment <br />designating the ECC Property for Hospital (2.4) use. <br />Master Plan Conclusions <br />IT PEMC's Master Plan for the ECC Property complies with the procedural and <br />substantive requirements of EMC Chapter 19.33B. <br />
