PEMC's growth, and it will allow- such growth to occur Without the displacement
of any residential uses.
11. PFMC's proposed expansion onto the adjacent ECC Property represents a unique
opportunity to accommodate its future growth without the displacement of
residences. There is the risk that if this requested expansion is not granted at this
time, the opportunity for the community could be lost.
Rezone Conclusions
12. The rezone is consistent with applicable Comprehensive Plan Policies and the
Comprehensive land Use Map, as amended, for the reasons discussed above,
particularly in Comprehensive Plan Conclusions 2 through 5.
l 3. The Institutional Overlay zone, which will be governed by the Master Plan
development standards and design guidelines, as well as other provisions of the
Everett Municipal Code, mitigate the adverse impacts upon land uses in the
immediate vicinity of the subject property.
14. The rezone bears a substantial relation to the public health, safety and welfare by
providing additional capacity for health care services while mitigating impacts.
15. The amendment to the zoning map promotes the best long-term interests of the
Everett community by providing a long-term plan and framework for meeting the
health care needs of the community bevond 2030, while mitigating impacts to the
immediate area.
W The rezone is necessary to implement the Comprehensive Plan Amendment
designating the ECC Property for Hospital (2.4) use.
Master Plan Conclusions
IT PEMC's Master Plan for the ECC Property complies with the procedural and
substantive requirements of EMC Chapter 19.33B.
