The <br />program shall include proactive measures PEMC will take to <br />increase travel by transit, carpool, and non -motorized modes; <br />interim targets between 2008 and 2025; a monitoring and <br />reporting schedule; and contingencies in the event mode <br />interim split targets are not being achieved. The Planning <br />Director shall have the authority to require revisions to the <br />proposed program to achieve compliance with mode split <br />objectives. The program shall be evaluated prior to each phase <br />of building construction or expansion and include compliapce <br />mechanisms the City may use if mode split objectives are not <br />being met. <br />3.9 Temporary Parking, Construction Staging, Material Storage: <br />3.9.1 Until its development for hospital, clinic and medical -related <br />activities, PEMC will utilize the area designated for a height of <br />175 feet, and portions of the 75' height zone as may be <br />approved by the Planning Director, for temporary parking, <br />construction staging and materials storage to support <br />development of other areas of its campus. <br />3.9.2 As a condfition of using the area described in subsection 3.9.1 <br />above for temporary parking, construction staging and <br />materials storage, PEMC will install landscaping of the Type <br />required by the Planning Director along the northern edge of <br />13'' Street for the width of such area, and provide temporary <br />fencing and other suitable landscaping around the western, <br />northern and eastern boundaries of such area The plan for <br />such landscaping will be reviewed by and must be approved by <br />the Planning Director. <br />
