3.9.3 Until its development for hospital, clinic and medical -related <br />activities, PEMC vzll utilize the area designated for heights of <br />45 feet and 75 feet for surface parking, subject to the Design <br />Guidelines for "Parking Lots" and the requirements of EMC <br />Chapter 19.35. <br />3.10 Phase I — Utility Building: <br />3.10.1 The Phase I Utility Building will be located south of the <br />projected centerline of 12t' Street and sited within the area <br />designated for a maximum of 85 feet in height. <br />3.10.2 The generator and boiler exhaust will meet or exceed the <br />applicable emission requirements of the Occupational Safety <br />and Health Administration (OSHA) and the American <br />Conference of Governmental Industrial Hygienists (ACICIH). <br />3.10.3 Noise emitted from the Utility Building during normal, non - <br />emergency operations will meet ibe City's daytime and <br />nighttime noise limits. <br />3.10.4 Emergency generators will be operated only for emergency <br />purposes and for required daytime testing once per month. <br />3.10.5 Sound baffling will be provided for generator air intake and <br />discharge. <br />3.10.6 PEMC will perform quarterly noise and air monitoring of the <br />Utility Building for one full year following commencement of <br />Utility Building operations in accordance with monitoring <br />protocols prepared by qualified acoustical and cmissiom <br />engineers and submitted to the Director of Planning for <br />approval.
