screened, and colored to be an integral element of the <br />building. <br />4.1.13 Design Review Committee for the PEMC Institutional Overlay: This <br />Committee will work with PEMC and the City as facility <br />design moves forward. The Committee will provide comment <br />to the Planning Director concerning compliance with <br />Institutional Overlay design guidelines and development <br />standards as each phase is reviewed. <br />Membership shall be seven members: <br />• Two City appointed representatives with design experience <br />• Two hospital representatives <br />• Two neighborhood representatives from the Northwest <br />Neighborhood <br />• One City planning staff person <br />5 4 Mionor Changes and Minor Revisions The Planning Director shall have the <br />authority to determine if a change to any part of this Master Plan constitutes a Major <br />Change or Minor Revision. <br />5.1 The following changes in the PEMC Master Plan for the ECC Property <br />shall be considered `major changes" requiring Planning Department review and <br />recommendation, Planning Commission review and recommendation, and City <br />Council approval: <br />• Reduction in width of the 35-foot greenbelt buffer, <br />• Increase in height within any of the maximum height zones on the <br />approved ECC Master Plan (see Exhibit A, Figure 3); and <br />
