Exhibit A <br />NOTICE OF DECISION <br />PLANNING DIRECTOR DETERMINNATION <br />REVIEW PROCESS 1412-013 <br />LANDSCAPE MODIFICATION <br />Applicant: PRMC Everett <br />1321Colby Ave <br />Everett, WA 98201 <br />The City of Everett Planning Department grants approval of a request by Providence Regional Medical <br />Center Everett to modify the required landscaping within the proposed surface parking lot located at 1815 — <br />13th Street. The landscape plan by Site Workshop, dated August 28, 2012 is approved subject to the <br />following conditions: <br />1. Landscaping shall be consistent with the landscape plan dated August 28, 2012, except that <br />minor modifications may be allowed. <br />2. The landscape plan elements must be reflected in the site and civil plans submitted for <br />construction approval. <br />The Planning Director approved the landscape modification based on the following: <br />• The Applicant proposes a landscape modification from the interior landscaping standards for parking <br />lots in EMC Chapter 19.35.080. These standards require installation of one tree per each 6 parking <br />stalls. Each tree must be within a 25 square foot planter, which also includes groundcover. Islands <br />are required to be spaced such that no parking stall is further than 50 feet from a. landscape island. <br />The proposed modification would provide interior landscaping only within the comers of the 295- <br />stall parking lot. Instead of the interior landscaping, the Applicant proposes additional landscape <br />treatment around the perimeter of the site along the north, east and south sides of the parking lot. The <br />additional landscaping would be combined with existing landscaping required by prior Master Plan <br />approval, plus raingardens and detention/water quality treatment facilities located immediately north <br />of the proposed parking lot. <br />• The Providence Design Review Committee conducted a public meeting on January 30 to consider the <br />design of the parking lot and landscape modification. The Committee viewed illustrations of the <br />proposal and hear testimony from the Applicant, City staff and the public. After considering the <br />information and testimony presented, the Committee recommended approval of the parking lot design <br />and landscape modification as submitted and without conditions. <br />• Together, the proposed landscape treatment, combined with existing landscaping, would provide <br />substantial perimeter treatment of the parking lot as viewed from adjacent residences and streets. <br />m 2930 Wetmore Avenue, Suite 8-A, Everett, WA 98201-4044 9 (425)257-8731, Fax (425)257-8742 <br />
