PUBLIC WORKS <br /> MEMORANDUM <br /> TO: Providence Regional Medical Center Team <br /> FROM: Sabrina Fandler, Engineering/Permit Services <br /> DATE: 3/8/2016 <br /> SUBJECT: PreApp16-006 Comments from Public Works (Engineering/Permit Services) <br /> PROPOSAL: New medical office building with parking below <br /> LOCATION: 1815 13th St <br /> The following comments have been made based on a review by the Engineering/Permit Services <br /> Division of preliminary pre-application materials for the purpose of a Pre-Application meeting only. <br /> All comments, conditions, and suggestions made below or in the Pre-Application meeting are <br /> preliminary only and may change once the project is in formal review after an application has been <br /> submitted. The following comments may only be a partial collection of notes, and additional <br /> comments may be made verbally in the Pre-Application meeting. <br /> 1. A Public Works Permit is required for this project. Detailed drawings in accordance with City <br /> Design and Construction Standards shall be submitted to the Public Works Department, <br /> showing site parking layout, landscaping, utilities, storm drainage, temporary construction <br /> erosion control, and all required improvements in the public right-of-way. Public Works <br /> Department approval of these drawings is required prior to any permits being issued. All <br /> improvements shall be completed, approved and warranted before the Occupancy Permit is <br /> issued/final approval is granted. <br /> 2. The existing water easement between the two detention ponds will need to be vacated, and a <br /> new water easement will be needed around the rerouted water lines. The new easement will <br /> need to be wide enough to provide separation from sanitary sewer and also to provide room for <br /> a replacement water main in the future. (Typically 15' total easement width, 5' on one side of <br /> the water main and 10' on the other side,measured from center of main). <br /> 3. Stormwater shall be managed in accordance with the City's 2010 Stormwater Management <br /> Manual. The pre-developed conditions should match the pre-developed conditions used when <br /> the detention ponds were designed in the master plan, as the proposed detention system will not <br /> only need to replace the detention ponds, but will also need to detain runoff from the proposed <br /> project area. Interim Policy 2-11 should have been applied to the design of the detention ponds <br /> during SEPA12-042. <br /> 4. Detention sizing will be based on matching developed discharge durations to pre-developed <br /> durations for the range of pre-developed discharge rates from 50% of the 2-year recurrence <br /> interval to the 50-year recurrence interval (per Minimum Requirement 7). If the combined sewer <br /> area has stricter requirements,they should additionally be followed. <br /> Page 1 of 2 <br />
