Transportation Impact Analysis <br /> Providence Regional Medical Center New Medical Clinic Building and Parking Lot Reconfiguration April 2016 <br /> In addition to the construction impacts identified above, with the parking lot reconfiguration <br /> project, a portion of the existing parking would be removed for site preparation. During this <br /> period, approximately 166 to 191 spaces would be eliminated resulting in 125 to 150 <br /> remaining. Existing peak period observations indicate that the parking lot is currently over <br /> capacity with 100 percent of the spaces filled and approximately 5 to 6 vehicles parking in <br /> undesignated spaces for a total peak parking demand of 322 parking spaces. Construction <br /> would result in a shortfall of approximately 172 to 197 parking spaces. <br /> The site preparation phase is anticipated to occur during the summer period when the census <br /> of the hospital is typical low and fewer employees are on-site due to the lower hospital <br /> census and summer vacations. Historical peak parking demand for Campus off-street parking <br /> facilities (excluding the parking lot that would be under construction)was reviewed for 2014 <br /> and 2015 during the summer period between June and August to understand potential <br /> parking availability. A review of the campus peak parking demand shows that during peak <br /> hours there is an average of 250 parking spaces available. Based on this availability, the <br /> existing Campus parking facilities could accommodate the 172 to 197 displaced vehicles <br /> during construction. <br /> 12th Street Alternative Access Evaluation <br /> As part of the conditions of approval, PRMC is required to provide a traffic analysis showing <br /> the advantages and impacts for site access via 12th Street. The proposal provides access via <br /> the existing 13th Street access; however, it does not preclude future access via 12th Street. <br /> A summary of 12th Street site access evaluation is provided below. <br /> Advantages <br /> • Traffic impacts to 13th Street would be reduced by shifting some of the site traffic to <br /> 12th Street. <br /> • A driveway access at 12th Street would operate at LOS A during the weekday PM <br /> peak hour under future 2022 with-project condition. <br /> • Provision of a secondary access to the project site would improve driveway <br /> operations at the proposed 13th Street site access. <br /> Impacts <br /> • Both 12th and 13th Street are served by traffic signals at Broadway. The <br /> intersections along Broadway are anticipated to meet the City's LOS standard with <br /> provision of access along 12th Street. <br /> • Traffic volumes along 12th Street would increase resulting in additional impacts to the <br /> residents and businesses along this street including additional vehicle and pedestrian <br /> conflicts. <br /> • The Main Campus for PRMC is currently along 13th and 14th Street. Access along <br /> 12th Street would be secondary and only serve the proposed project site. Locating <br /> this access could be confusing to visitors and may result in circuitous travel within the <br /> adjacent neighborhood. <br /> • Traffic may increase along the existing alley adjacent to the project site with access <br /> along 12th Street. <br /> • If parking areas for the proposed project site become full, drivers may be more likely <br /> to park along 12th Street and in the neighborhood with the new connection to the site <br /> at 12th Street. <br /> J�r 19 <br />
