Transportation Impact Analysis <br /> Providence Regional Medical Center New Medical Clinic Building and Parking Lot Reconfiguration April 2016 <br /> Mitigation Measures <br /> Based on the results of the analysis and review of city standards, no off-site mitigation <br /> measures are required of the project based on-long term operations of the facility. The <br /> following summarizes the traffic impact fees required of the project as well as a framework for <br /> the construction mitigation plan that is necessary to mitigate short-term impacts related to the <br /> transportation elements of the site construction activities. <br /> Traffic Impact Fee <br /> The City of Everett requires new development to pay a traffic impact fee to offset potential <br /> impacts to the transportation system. The City's fee is$2,400 per new PM peak hour trip as <br /> of January 1, 2015 per Ordinance 3387-14. The preliminary fee estimate is$285,600 based <br /> 119 new weekday PM peak hour trips for the proposed project. The fees are finalized by the <br /> City and reflect the rates adopted by the City at the time of building permit issuance. <br /> Construction <br /> A Construction Mitigation Plan (CMP)will be required by the City of Everett. This plan <br /> addresses operating requirements for the various construction activities. This includes <br /> activities such as truck routes, hours of operation, and site parking. The following measures <br /> are recommended for inclusion in the construction mitigation plan to mitigate potential <br /> impacts of construction activity: <br /> • Schedule construction activities so that the most intensive activities in terms of <br /> construction traffic are spread out over time and avoid the peak periods of traffic <br /> congestion. <br /> • Provide safe pedestrian, bicycle and vehicular circulation adjacent to the construction <br /> site through the use of temporary walkways, signs, and manual traffic control <br /> (flaggers), as appropriate. <br /> • Prohibit construction material delivery vehicles from leaving or entering the site <br /> during the weekday AM and PM peak periods. <br /> • Identify truck routes to minimize impacts to the off-site transportation system. <br /> • Park construction workers and equipment on-site outside of the on-site Campus <br /> employee parking area. <br /> • Designate 172 to 197 employee parking spaces at other Campus parking facilities <br /> during the parking lot reconfiguration project. Based a review of campus parking <br /> utilization, it is feasible to designate these spaces. The parking plan to accommodate <br /> this temporary parking should consider: <br /> o Assigning employees to a specific parking area such as the existing 125 to <br /> 150 parking spaces that would remain or designated areas within the other <br /> campus parking facilities to minimize excess circulation with employees <br /> searching for parking. <br /> o If parking becomes an issue during construction, for example shortfalls are <br /> not able to be accommodated or excessive parking is occurring in the <br /> neighborhood, then additional measures to consider would be temporary <br /> valet services or monitoring of the neighborhood. <br /> r 21 <br />
