Transportation Impact Analysis <br /> Providence Regional Medical Center New Medical Clinic Building and Parking Lot Reconfiguration April 2016 <br /> Executive Summary <br /> This section provides an executive summary of the Transportation Impact Analysis through a <br /> set of frequently asked questions (FAQs). <br /> Where is the project located and what would be developed? <br /> The proposed project is located at the Colby Campus of the Providence Regional Medical <br /> Center(PRMC) at 1815 13th Street in Everett, Washington. The PRMC Master Plan was <br /> adopted by the City of Everett in 2008 (Ordinance 3090-08) and includes the proposed <br /> projects. The project site currently includes the Central Utility Plant (CUP), a surface parking <br /> lot with 316 parking spaces, and an undeveloped portion on the northern edge of the site. <br /> The CUP would remain on-site with the proposed projects. The proposal consistent of two <br /> independent components that will be permitted separately on what is called the ECC <br /> Property. SEPA is being completed for the ECC Property as a whole. The two projects <br /> include: (1) 37,000 square-foot Medical Clinic Building on the undeveloped portion of the site <br /> with new and separate parking, and (2) reconfiguration of the existing parking lot to increase <br /> the parking supply by 35 parking spaces for a total of 351 parking spaces. <br /> What existing public streets will serve the project and where is access proposed? <br /> The campus is located within the Northwest Everett neighborhood. Access would be provided <br /> via the existing driveway along 13th Street. Major roadways serving the site include <br /> Broadway to the east and Colby Avenue to the west. <br /> It is noted that the project approach of the site access could operate at LOS F with the <br /> proposed project. Drivers having difficulty exiting site would likely make a right-turn from the <br /> driveway and use alternative routes surrounding the campus to access their final destination. <br /> Off-site study intersections would continue to meet the City's LOS D standard with drivers <br /> using alternative routes during the weekday PM peak hour. On-site vehicle queues related to <br /> exiting traffic are to be approximate 5 vehicles and would not impact the site circulation. Poor <br /> operations of the private site access would not impact the operations of the public street <br /> system. <br /> Is the site currently served by public transit? <br /> Transit service is provided to the site by Everett Transit and Community Transit. The nearest <br /> bus stops are located along Colby Avenue at 13th Street and Broadway at 12th and 13th <br /> Streets. <br /> How many new parking spaces are proposed? <br /> The proposal would include 148 separate and new parking spaces associated with the clinic <br /> use. The proposed parking lot reconfiguration project would result in an additional 35 parking <br /> spaces for a total of 351 parking spaces. The proposed parking would accommodate the <br /> anticipated site parking demands. <br /> How many daily vehicular trips would the project generate and when would peak traffic <br /> volumes occur? <br /> Weekday daily and AM and PM peak hour trips for the proposed clinic were estimated based <br /> on the Institute of Transportation Engineers (ITE) Trip Generation Manual, 9th Edition. The <br /> proposed clinic is anticipated to generate approximately 1,300 new daily trips with 88 trips <br /> occurring during AM peak hour and 119 trips occurring during the PM peak hour. <br /> iii <br />
