Transportation Impact Analysis <br /> Providence Regional Medical Center New Medical Clinic Building and Parking Lot Reconfiguration April 2016 <br /> No new traffic would be associated with as the parking lot reconfiguration project <br /> since it will accommodate existing hospital users that may be parking elsewhere on- <br /> campus or along adjacent streets. What Transportation impacts are anticipated, if <br /> any? <br /> The proposal is not anticipated to adversely impact the off-site study intersections. There <br /> would be temporary impacts related to construction of the project which are managed through <br /> the implementation of a construction mitigation plan, as required by the conditions of approval <br /> for the Master Plan outlined in Ordinance 3090-08. <br /> What measures are proposed to reduce or control traffic impacts? <br /> No improvements are required to any off-site intersections based on the transportation <br /> impacts of the project. However, the City of Everett requires new developments to pay a <br /> traffic impact fee to offset potential impacts to the transportation system. The preliminary fee <br /> estimate is $285,600 based 119 new weekday PM peak hour trips for the proposed project. <br /> As noted previously, submittal of a construction mitigation plan is required by the City. The <br /> construction mitigation plan would restrict construction activity on weekdays to between 7:00 <br /> a.m. and 6:00 p.m. and on weekends to 8:00 a.m. to 6:00 p.m. unless otherwise specifically <br /> authorized by the Planning Director. In addition, other elements that could be considered in <br /> the plan include: <br /> • Scheduling construction activities so that the most intensive activities are spread out <br /> over time and avoid the peak periods of traffic congestion. <br /> • Providing safe pedestrian, bicycle and vehicular circulation adjacent to the <br /> construction site. <br /> • Prohibiting construction material delivery vehicles from leaving or entering the site <br /> during the weekday AM and PM peak periods. <br /> • Identifying truck routes to minimize impacts to the off-site transportation system. <br /> • Parking construction workers and equipment on-site outside of the on-site Campus <br /> employee parking area. <br /> • Designating 172 to 197 employee parking spaces at other Campus parking facilities <br /> during construction on the parking lot site. <br /> iv <br />
