Transportation Impact Analysis <br /> Providence Regional Medical Center New Medical Clinic Building and Parking Lot Reconfiguration April 2016 <br /> Project Description <br /> The proposed project is located at the Colby Campus of the Providence Regional Medical <br /> Center at 1815 13th Street in Everett, Washington. Figure 1 illustrates the site vicinity. The <br /> project site is north of 13th Street between an existing alley and the Providence 1717 <br /> Building. The site is currently occupied by the Central Utility Plant(CUP) and a surface <br /> parking lot with 316 parking spaces, and an undeveloped portion on the northern edge of the <br /> site. Figure 2 shows the existing site. The CUP would remain on-site with the proposed <br /> project. The proposed project consistent of two independent components that will be <br /> permitted separately on what is called the ECC Property. SEPA is being completed for the <br /> ECC Property as a whole consisting of two projects: <br /> • New Medical Clinic Building: The undeveloped portion of the site would be <br /> developed with a 37,000 square-foot clinic and 148 new parking spaces. The new <br /> parking area for the proposed clinic would be separate from the existing general <br /> hospital parking. <br /> • Parking Lot Reconfiguration: The existing parking lot with 316 parking spaces <br /> would be reconfigured to increase the parking supply by 35 parking spaces for a total <br /> of 351 parking spaces. <br /> Site access to both the clinic and the parking lot would be provided via the existing driveway <br /> along 13th Street. Figure 3 shows a preliminary site plan. <br /> Study Area and Approach <br /> The study area and analysis approach are consistent with the City of Everett Municipal Code <br /> Chapter 18.40 Transportation Mitigation and Ordinance 3090-08.A 2022 horizon year is <br /> analyzed consistent with the requirement that the study horizon year be no earlier than the <br /> final year of the City's adopted capital improvement plan (or a six-year horizon year). Study <br /> intersections are identified as off-site locations where the project would have an impact of 50 <br /> or more new peak hour trips. Based on this criteria, the study intersections include (see also <br /> Figure 1): <br /> 1. 13th Street/Broadway <br /> 2. 14th Street/Broadway <br /> 3. 16th Street/Broadway <br /> 4. 19th Street/Broadway <br /> The existing site access driveway is analyzed as well as an alternatives evaluation of access <br /> via 12th Street. This analysis focuses on the weekday PM peak period (4:00 to 6:00 p.m.). <br /> This period represents the highest cumulative total traffic for the adjacent street system <br /> providing a conservative timeframe for level of service (LOS) analysis. The proposed project <br /> impacts are identified by comparing the future without-and with-project conditions. <br /> 2 <br />
