Transportation Impact Analysis <br /> Providence Regional Medical Center New Medical Clinic Building and Parking Lot Reconfiguration April 2016 <br /> Introduction <br /> The purpose of this transportation impact analysis(TIA) is to identify potential transportation- <br /> related impacts associated with the proposed New Medical Clinic Building and Parking Lot <br /> Reconfiguration project at the Providence Regional Medical Center. As necessary, mitigation <br /> measures are identified that would offset or reduce significant impacts. <br /> Background <br /> The Providence Regional Medical Center Master Plan was adopted by the City of Everett in <br /> 2008 (Ordinance 3090-08). The proposed project was included in the Master Plan. The <br /> Providence Regional Medical Center Everett Integrated Master Plan, 2009 outlines standards <br /> and guidelines for development of the Campus. Relative to transportation these include: <br /> • Parking standards should be determined by a parking study <br /> • Clear and safe pedestrian and vehicular circulation should be provided with <br /> O Both vehicle and pedestrian access points visible from adjacent streets <br /> o Vehicle access onto the site provided from 13th, 14th and Rockefeller <br /> Avenue <br /> O Building entrances prioritized with 13th considered for the main entrance <br /> • Safe and attractive linkages should be provided for pedestrians with <br /> O Clearly defines pedestrian connections within parking lots, between public <br /> right-of-way, and building entrances <br /> O Pedestrian connections shall be 5-feet wide or more <br /> o Pedestrian connections shall be clearly defined <br /> In addition, Ordinance 3090-08 Exhibit A has the following transportation requirements as <br /> part of the approved Master Plan: <br /> • Primary vehicle access to the proposed project site will be from 13th Street and safe <br /> on-site access ways will be provided between the public street system and parking <br /> areas on campus <br /> • Payment of transportation impact fees <br /> • Contribution of funds or allocation of transportation impact fees,where appropriate, <br /> for the design and construction of traffic signals at 13th Street/Broadway and 14th <br /> Street/Broadway <br /> • Traffic impact analysis of accessing the proposed project site on its eastern boundary <br /> from 12th Street for both vehicles and pedestrians <br /> • Preparation of a traffic and parking study for proposed development <br /> • Construction activity restricted to the hours between 7:00 a.m. to 6:00 p.m. on <br /> weekdays and 8:00 a.m. to 6:00 p.m. on weekends unless otherwise specifically <br /> authorized by the Planning Director <br /> • Submittal of a Construction Mitigation Plan prior to each new phase of construction <br /> Traffic signals are already provided at the Broadway intersection with 13th and 14th Streets; <br /> however, the other requirements and guidelines listed above were taken into consideration in <br /> the development and transportation evaluation of the proposed project. <br /> r 1 <br />
