PUBLIC WORKS
MEMORANDUM
TO: Benyam
FROM: Richard Hefti 044---
DATE: June 28, 2018
RE: SEPA 18-008, 2201 Everett Ave
CC: Arnie Roshak
A. SEPA Comments
16. Utilities
Proposed improvements occur in a City of Everett combined sewer service area. The
combined sewer downstream of 2201 Everett Ave is capacity constrained having a less than
5 year level of service.
Existing 17,500 sf building being demolished with new three story 55,000 sf building
constructed in its place.
B. Drainage Report Comments
Current assessed value:
Parcel No. Assessed Value
00562660601002 $1,247,000.00
00562660601001 $ 561,000.00
00562660601700 $ 208,000.00
Tota I $2,016,000.00
Since it appears likely the new building proposed value will be greater than 50% of existing
assessed value, applicant was supposed to adhere to minimum requirements 1-5 and 7-9 of
City's Interim Policy for Stormwater Mgmt. Instead, submitted drainage report addresses only
MRs 1-5 and 9. In this case neither MR 7 (Flow Control) nor MR 8 (Wetlands) actually do apply.
However, final report should at least address why MR 7 and MR 8 don't apply.
C. Recommendations
1. Backflow valve on service line.
S:\Document Location
