C. Change of Use <br /> The auto repair requires a Certification of the Nonconforming Change of Use. It is <br /> our understanding the previous use did and does comply with the requirements <br /> of the landscaping regulations as a warehouse and also for a future use as auto <br /> repair. <br /> 19.35.050 Landscaping type definitions and requirements (Types I—IV). <br /> C. Type III: Ornamental Effects Landscaping appears to be designated for the E-1 <br /> MOU. <br /> Type III landscaping is intended to provide a visual separation of uses from streets, <br /> and visual separation of compatible uses so as to soften the appearance of the <br /> development from public streets and soften the appearance of parking areas, <br /> buildings, and other improvements. <br /> The warehouse, proposed for auto repair use, sits behind the <br /> community church thus providing a visual separation from the <br /> highway. The existing landscape softens the appearance of the <br /> parking areas, buildings and the other improvements. <br /> 10. Consistency with the environmental policies as stipulated in the City's SEPA <br /> Ordinance. <br /> The proposed use of the facility is consistent with the environmental <br /> policies and in compliance with the City's SEPA ordinance. <br /> 11. Compliance with the provisions of this Ordinance and other City, State, and <br /> Federal regulations. <br /> The proposed use is not in compliance with the recently changed City <br /> Zoning ordinance of the E-1 Zone and MUO (Mixed-Use Overlay <br /> Zone, which warranted this application, for the "Nonconforming Use <br /> Expansion or Change". But it is in compliance with the <br /> Comprehensive Plan MUGA designation. The Municipal Urban <br /> Growth Area promoted increased density satisfying growth in the <br /> urban areas of the county rather than the rural areas.
