47.7" PUBLIC WORKS <br /> MEMORANDUM <br /> TO: Kelsey Heyd, Planning Department <br /> FROM: Benyam Stephanos, Engineering/Permit Services <br /> DATE: 12/24/2018 <br /> SUBJECT: Public Works Comments for REVII 18-023 <br /> PROPOSAL: Change of Nonconforming Use <br /> LOCATION: 9800 B Evergreen Way <br /> APPLICANT: Mac's Auto <br /> A review of this project by the Engineering/Public Works Division indicates that the following <br /> conditions shall be met: <br /> 1. Construction permits, inspections and final approvals are required for this project from City of <br /> Everett Permit Services. <br /> 2. A Public Works Permit is required for this project.. All improvements shall be completed, <br /> approved, and warranted before the Occupancy Permit is issued/final approval is granted. <br /> 3. Stormwater shall be managed in accordance with City of Everett Stormwater Management <br /> Standards current at the time the public works/building permit application package is submitted <br /> to the City for review. <br /> 4. Special charges for connection to the sewer and water systems in accordance with Ordinance <br /> 3095-08 (codified as EMC 14.08.135) and subsequent revision are applicable. These charges are <br /> based on projected water usage and can be substantial. Applicant is encouraged to obtain a copy <br /> of the Ordinance and determine estimated charges prior to building permit application. The actual <br /> charges shall be computed by the Public Works Department per the ordinance in effect at the time <br /> and according to the information on the approved plans at the time of building permit issuance. <br /> 5. This project is subject to Transportation Mitigation in accordance with Ordinance 3389-14 <br /> (codified as EMC 18.40) and subsequent revision. Applicant is encouraged to obtain a copy of <br /> the Ordinance and determine applicable mitigation fees and/or other requirements prior to <br /> building permit application. The actual charges and requirements shall be as per the information <br /> on the approved plans and an approved Traffic Study at the time of building permit issuance and <br /> the ordinance in effect at that time. You may contact the Traffic Engineering Department for an <br /> estimate only of Mitigation Fees (Michael Brick: 425-257-7790, MBrick@everettwa.gov). <br /> 6. If the NCU change is approved, IPT's primary concern would be that there are no drains direct <br /> to sewer in shop areas. If there any drains in shop/maintenance areas, such drains should be routed <br /> to an oil water separator before connection to sanitary sewer. A dumpster area for the site could <br /> present concerns depending on what is storage/kept. I believe SWM requires these <br /> pads/enclosures to be covered now in the separate sewer area. If there are any drains in a trash <br /> pad area,it should also route to sewer via an oil water separator. If other details warrant additional <br /> concerns or requirements we can address those as needed. <br /> Page 1 of 1 <br />
