No specific site <br /> development plans are proposed at this time. General Evaluation Criteria for Binding Site Plan and Site Plan Approval <br /> An application that complies with all of the following general evaluation criteria listed below, the <br /> requirements of this Ordinance, and applicable City Standards shall be approved. An application that <br /> does not comply with these criteria shall be denied by the City. <br /> 1. Comprehensive Plan -The Binding Site Plan, site plan and other application information proposed <br /> for development shall be consistent with the City's Comprehensive Plan policies and land use map; <br /> Finding: The Comprehensive Plan designates this area as 5.4 Office and Industrial Park which <br /> are areas where high quality, campus style of office and industrial park development can occur <br /> on large parcels of land. This application represents Division 9 of the Mountain View Business <br /> Centre which is part of a larger area that has been actively mined for gravel and is now in the <br /> process of being reclaimed for light industrial uses. No specific uses or site plans are proposed <br /> at this time. The proposed lots range from 1.62 acres to 67.8 acres and all front on public roads. <br /> Conclusion: The size and configurations of the parcels, all of which have frontage on public <br /> roads, are suitable to support the Office and Industrial Park uses anticipated by the <br /> Comprehensive Plan. <br /> 2. Zoning - The Binding Site Plan, site plan and other required application information shall meet the <br /> requirements of the Everett Zoning Code, except as permitted by the design and development <br /> provisions; <br /> Finding: The zoning of this Binding Site Plan is M-1 Light Industrial with a planned development <br /> overlay (PDO). The PDO augments the applicable development standards and permissible uses. <br /> The basic minimum lot size in the PDO is five acres, with an exception for a ten acre Hardeson <br /> Road Node in which lots may be as small as one acre. One lot within that node is proposed to be <br /> 1.62 acres. The other three lots are well over five acres. Compliance with the other <br />
