1 <br /> PUBLIC WORKS <br /> Ev Err <br /> MEMORANDUM <br /> TO: Teresa Weldon, Planning Department <br /> FROM: Engineering/Public Services Department <br /> DATE: May 31, 2018 <br /> SUBJECT: SEPA Checklist Review No. SEPA 17-022 <br /> PROPOSAL: Remove 98,000 S.F. of burned down industrial structure <br /> LOCATION: 101 E. Marine View Drive <br /> A review of this project by the Engineering/Public Services Department indicates that the following <br /> conditions should apply: <br /> 1. A Public Works Permit is required for this project. Detailed drawings in accordance with City <br /> Design and Construction Standards shall be submitted to the Public Works Department, <br /> showing site parking layout, landscaping, utilities, storm drainage, temporary construction <br /> erosion control. Public Works Department approval of these drawings is required prior to any <br /> permits being issued. All improvements shall be completed, and for final approved. <br /> 2. Any grading/fill on this site shall be done so as to not impact the surrounding properties. <br /> 3. Lack of comment on the plans submitted with the application does not constitute approval of <br /> these plans. <br /> 4. A permit is required for the destination of the fill at the the time. <br /> 5. Temporary erosion control measures for construction activity must be done for the earthwork. <br /> In this case since the work is already done, put erosion control around the pile of crushed <br /> concrete to avoid runoff from pile. <br /> 6. Stormwater runoff from the stockpile must not cause or contribute to a violation of surface <br /> water quality standards (Chapter 173-201A WAC), ground water quality standards (Chapter 173- <br /> 200 WAC), sediment management standards (Chapter 173-204 WAC), and human health-based <br /> criteria in the National Toxics Rule (40 CFR Part 131.36). Of particular concern is the pH impact <br /> of the crushed concrete material. The applicant shall prepare a Surface Water Pollution Prevention <br /> Plan(SWPPP)to ensure and document that water quality standards are not being violated. The <br /> Washington State Department of Ecology's Construction Stormwater Pollution Prevention Plan <br /> requirements for an inactive site may be used as reference, but application for coverage under the <br /> permit is not necessary. The SWPPP should include: <br /> • Monthly sampling the pH of runoff from the crushed concrete stockpile for one year or until <br /> the pH of the runoff is stabilized within the acceptable range of 6.5 to 8.5, whichever is longer. <br /> Submit a report to Public Work when sampling is done(two copies). <br /> •Sampling or other investigation to demonstrate that no other pollutants are being generated by <br /> other materials within the stockpile which could violate water quality standards. <br /> •Sampling locations and methodology <br /> •Actions to be taken when pH exceeds the allowable range, including: <br />
