Exhibit A (Scope of Work) <br />•Establish and maintain a strong partnership with Snohomish County 911. <br />•Develop and pilot a Crisis Call Diversion Program that supports the City of Everett, but <br />also benefits the system at large. <br />. <br />IV.Scope of work <br />•Implement 1-2 dedicated Follow up Counselors who will work with SNO911 to identify <br />eligible transfers and provide follow-up care when appropriate <br />•Work collaboratively with SNO911 to create a system for identifying and tracking <br />referrals. Creating a structured system for referrals contributes to a streamlined process <br />and bi-directional communication of needs <br />•Will identify appropriate calls for transfer and referral from SNO911 to 988 or other <br />appropriate team such as Community Alternate Response Everett (CARE) Team, <br />Compass Health’s youth crisis team, Snohomish County Designated Crisis Responders, or <br />other appropriate team based on locality or need. Examples of calls for possible transfer <br />or referral: <br />i.Mental health or suicide-related calls where there is no imminent danger to <br />providers. <br />ii. Third-party calls regarding mental health concerns, with no immediate risk <br />involved. <br />iii.Social service needs, such as shelter requests, treatment requests, sheltering <br />requests. <br />iv.Familiar 911 callers at baseline when any potential imminent danger or risk has <br />been resolved <br />•Assist 911 call takers in identifying appropriate calls for 988 transfers and referrals <br />•Provide a trauma-informed, welcoming response to those served <br />•Ensure timely care and collaborate with 911 personnel to establish safety through police <br />and/or EMS when necessary <br />•Conduct crisis interventions, suicide prevention, and supportive counseling for identified <br />callers <br />•Provide short-term follow-up services including linkage to resources, best practice safety <br />planning, SMART goals, and involvement of trusted third parties with caller’s consent <br />•Perform safety assessments of callers according to best practices and established <br />policies <br />•Document all client interactions in the VOAWW documentation system <br />V.Contractor Expectations <br />•Hire One to two (1-2) full-time counseling position (40 hours/week) <br />•Program oversight and supervision by VOAWW Behavioral Health Leadership in <br />collaboration with WA Department of Health standards. <br />•Training development in partnership with Sno911 to ensure proper transfer or conference <br />call protocols are followed. <br />•Collaboration with Everett's Community Support Manager to improve the deployment of <br />the city’s Crisis Response Team.
