<br /> <br />Category 2: Sensitive information <br />Category 2: For official use only / disclosure permissible by law. <br /> <br />Attachment A: Scope of Work <br />PURPOSE OF FUNDING / OVERVIEW <br />COMMERCE is granting funding to the Grantee for an ASHRAE Level 1, 2 or targeted level 2 energy audit <br />in accordance with Section 8 of the. This funding is to cover part or all of the cost of conducting a Level II <br />energy audit. <br />The energy audit must analyze all cost-effective energy efficiency measures (EEM) for systems such <br />as lighting, HVAC equipment, building envelope, steam, chilled water, domestic hot water and other <br />water using systems, building controls, energy generation and distribution, and waste m anagement <br />systems. The audit is based upon detailed analysis of the existing systems, including instantaneous <br />measurements of system performance parameters and, wherever possible, detailed data logging of <br />system performance. The audit includes an evaluatio n of the economic performance and investment <br />value of the EEMs. <br /> <br />DELIVERABLES 1-3 <br /> <br />1. Deliverable 1: Audit Requirement <br />a. Grantee must hire an energy consultant from the Clean Building Audit Incentive Program <br />qualified auditor list or a qualified Energy Service Company (ESCO) who partners with <br />Department of Enterprise Services <br />i. COMMERCE has generated a qualified auditor list and it is posted at this link on <br />the Clean Buildings Webpage. <br />b. Starting no earlier than July 1, 2023, the energy consultant must complete an energy <br />audit in accordance with Section 8 of the Washington State Clean Buildings Performance <br />Standard <br />i. Completion of an ASHRAE Level 1, 2 or targeted level 2 energy audit in <br />accordance with Section 8 of the Washington State Clean Buildings Performance <br />Standard <br />ii. Completion and submittal of an audit summary in accordance with Normative <br />Annex Z (Form D) of the Washington State Clean Buildings Performance <br />Standard <br />iii. Verify energy savings calculations of each EEM <br />iv. Verify that the combined savings of multiple EEM accounts for interactive effects <br />v. For buildings that will not meet the EUIt, provide a life cycle cost analysis of all <br />evaluated EEMs in accordance with Normative Annex X of the Washington State <br />Clean Buildings Performance Standard. <br />c. Energy Audits must be completed by June 15, 2025. <br />2. Deliverable 2: Energy Consultant Deliverables <br />a. A preliminary audit to ensure there are opportunities for energy efficiency improvements <br />that can lead to a path to compliance for the building. <br />b. A proposed audit scope of work, including the systems to be evaluated, the timeline to <br />completion, and the cost to conduct the audit.
