b. Are there any off-site sources of emissions or odor that may affect your proposal? If so,
generally describe. Jhelpl
There are no known emissions/odors that will affect this project.
c. Proposed measures to reduce or control emissions or other impacts to air, if any: Jhelpl
Standard emission control devices, in conformance with federal and state air quality standards for the
specific class and type of equipment, will be utilized during the project activities. In addition, standard
BMPs will be utilized as needed for dust control(e.g. spraying).
3. Water Jhelpl
a. Surface Water:
1) Is there any surface water body on or in the immediate vicinity of the site (including
year-round and seasonal streams, saltwater, lakes, ponds, wetlands)? If yes, describe
type and provide names. If appropriate, state what stream or river tt flows into. 'help'
The project is located within and along Woods Lake Creek. Woods Lake Creek flows into the
Sultan River
2)Will the project require any work over, in, or adjacent to (within 200 feet) the described
waters? If yes, please describe and attach available plans. Jhelpl
The work will be located below the ordinary high water line of Woods Lake Creek and immediate
adjacent areas.Project plans are attached.
3) Estimate the amount of fill and dredge material that would be placed in or removed
from surface water or wetlands and indicate the area of the site that would be affected.
Indicate the source of fill material. Jhelpl
Material placed in the footprint of the existing road bed will replace material that is removed.
• Fill to create proposed channel at culvert will cause 200 cubic yards of fill
• Excavation to footing elevation below the OWHM will have 282 cubic yards of excavation
Place streambed sediments through entire reach below the OHWM will cause 530 cubic yards of
fill.
4)Will the proposal require surface water withdrawals or diversions? Give general
description, purpose, and approximate quantities if known. Jhelpl
Removal of the culvert, roadway embankment and associated fill will require a temporary stream
diversion. The channel is typically dry during the anticipated in-water work period as the flows
tend to go subsurface through the gravel. There can be some minimal at the downstream where
water resurfaces. Dewatering the channel will be proposed prior to the excavation required for
the channel reconstruction. It is anticipated that the temporary stream diversion will require a
system of coffer darns, pumps and hoses to convey the stream around the work area. The work
SEPA Environmental checklist(WAC 197-11-960) July 2016 Page 6 of 18
