Buffer restoration would include complete site clean-up and removal of <br /> existing debris from the established buffer areas including, but not limited to: removal of creosote <br /> timbers, removal of remaining construction debris, removal of gravel fill, replacement of the removed <br /> trees at a 3:1 ratio, and replanting the restoration areas with native trees and shrubs. The critical area <br /> report is on file which further details the critical areas and the buffer restoration and enhancement <br /> plans. A split rail fence with critical areas signage will be installed along the buffer boundaries. <br /> Decision:The City of Everett Planning Director grants APPROVAL with CONDITIONS to restore the <br /> stream and wetland buffers.The following conditions shall apply: <br /> 1. All work must comply with the recommendations of the Habitat Assessment and Buffer <br /> Restoration Plan ("The Study") prepared by Soundview Consultants, LLC dated November 18, <br /> 2019. <br /> 2. Restoration and Enhancement. Restore and enhance the buffer with native species as outlined <br /> in the planting plan of The Study. The planting schedule in The Study shall be revised to provide <br /> two vine maple trees and two western red cedar trees, instead of the proposed four black <br /> cottonwood trees (in Restoration Area 2). All plantings shall occur by March 1, 2021 unless <br /> otherwise approved by the Planning Director. <br /> 3. Maintenance and Monitoring.The required restoration and enhancement plantings shall be <br /> maintained and monitored for a period of two years pursuant to the Maintenance and <br /> Monitoring outlined in the Study. In accordance with EMC 19.40.050, an assurance device shall <br /> be provided by the Applicant in the amount of 10%of the estimated cost of work.The estimated <br /> amount is$778.50 based on the estimated costs identified in The Study.The assurance device <br /> shall be submitted to the Planning Division by the time of the final inspection. <br /> 4. Fencing and posts. Split rail fencing with critical area signage shall be installed along the buffer <br /> boundaries. A minimum of two signs for each lot shall be posted.
