I am the <br />planner conducting the review for this application; please note the following comments are not a thorough plan check <br />review and they only address larger zoning compliance points and the submittal checklist. Additional comments may <br />also be provided by other Departmental reviewers for your application; please utilize the Online Permitting Portal to <br />check on the status of other reviewers. <br />Planning cannot further review and/or approve your permit until the following has been addressed: <br />1. SEPA. As discussed in -person on 6/29/2023 and via email on 6/30/2023, the proposal to add one apartment to <br />the existing UR3-zoned property with 60 existing apartments will exceed the SEPA-exempt threshold of "the <br />construction or location of no more than sixty multifamily dwelling units" under Minor New Construction per <br />EMC 19.43.130.B.2. SEPA review processes are REVII Land Use processes. Please see the email copied below for <br />more information. <br />2. Parking. The Site Plan provided by 2812 Architecture dated 31 August 2023 includes a reference to Table 34-4: <br />Reduction Factor Option B to reduce the required parking totals using a factor of 0.75. Per EMC 15.02.060.B.4, <br />since the review process for use of Multifamily Parking reductions is not otherwise specified, the review process <br />shall be a REVI process. A REVI application is required to utilize the multifamily parking reduction. With this <br />application, please provide a TDM plan per EMC 19.34.025.13, where "a transportation demand management <br />(TDM) plan (EMC 19.34.080) is required for use of any option." Further, to utilize Multifamily Parking Reduction <br />Option B, please provide more information regarding the walking distance to a frequent transit service and how <br />the transit service meets the required frequency of service per hour. <br />Please note that the entire project area is within the 150-foot standard buffer of Beverly Lake, a Category I wetland, per <br />the January 28, 2020 Critical Areas Report and Habitat Assessment for Beverly Lake Sewer Replacement Project 751n <br />Street Connection prepared by Shockey Planning Group, Inc (see permit REV121-036). If the scope of the proposal <br />changes to include any expansion of building or impervious surfaces meeting the definition of buffer alteration, <br />additional documentation demonstrating how the proposal adheres to EMC 19.37 will be required. <br />For reference, building permit re -submittal instructions are outlined here; please submit at minimum 2 copies of any <br />revised documents/plans. For those Land Use applications mentioned above, please apply online via the Online <br />Permitting Portal, utilizing Planning's online submittal instructions.
