April 9, 2025
2

Council Member Tuohy thanked the public commenters, stated that the annual Wendt and
Mayor’s Art Awards is tomorrow, April 10th, and the Everett Performing Arts Center, and
nominations are still open for the Monte Cristo Awards – ceremony will be held this Fall.

President Schwab thanked the public commenters.

ADMINISTRATION UPDATE

Government Affairs Director Jennifer Gregerson apologized for the Mayor’s absence, stated that
this week is National Library Week, and the State Department of Ecology had announced that
King, Pierce, and Snohomish County are in a drought advisory stage, but the City of Everett’s
water utility is not affected.

She provided information on last week’s public comments regarding concerns about a few
properties along Lombard Avenue and code enforcement policies and procedures.

CITY ATTORNEY

City Attorney David Hall provided comments on the Everett Initiative 24-03 hearing and stated
that the attendance of Deputy City Attorney Ramsey Ramerman was not to take a position on
the merits of the case, that this was a motion to dismiss based on procedural grounds. The City
would like the judge to make a decision on the merits so business owners, property owners, the
city, and groups can have certainty moving forward on whether or not the Watershed Initiative
is legally valid.

President Schwab stated that Consent Item No. 5 was moved to Action Items.

CONSENT ITEMS:

Moved by Council Member Zarlingo, seconded by Council Member Bader, to approve the
following consent items:

RESOLUTION - CLAIMS

To adopt Resolution No. 8156 authorizing claims against the City of Everett in the amount of
$4,681,750.88 for the period ending March 22, 2025, through March 28, 2025.

RESOLUTION – PAYROLL CLAIMS
