The study will review service costs and anticipated revenues to
determine the net fiscal impact of annexation. SB 6686 passed in the 2006 Legislative Session
provides the opportunity for the City to receive a credit on sales tax revenues that can be used
to fund services to annexation areas having a population of more than 10,000 if revenues to the
City from the area are less than it costs the City to provide services. This study will help
determine if the City should pursue annexation of all or parts of the unincorporated UGA. The
information from the study will also help identify areas that may be more or less attractive for
annexation based upon fiscal impact. It can also be used as the basis for estimating how much
sales tax credit will be available to compensate the City for providing services for annexation of
areas with more than 10,000 residents. There is an additional sales tax credit for annexation
areas having a population of more than 20,000.
Increase Professional Svcs budget-Planning 021 5010NEW410 60,000
Decrease Ending Fund Balance-General Fund 009 5980000490 60,000
Department Code Rev Exp FB
GGA-23 [Non Dept Gen Fund Amendment-Environ.Ins.-Riverfront 009A 585,000 (585,000)
This amendment provides funding to purchase Environmental Insurance for the Riverfront
property.
