This <br />created a special improvement project titled “Lowell Park Playground Replacement” <br />Fund 354, Program 104, to accumulate all costs for the project. Ordinance No. 4080-25 <br />was enacted on March 27, 2025. <br />The total cost of this project is $574,960.10, including Washington state sales tax. This <br />purchase is brought before the Council for award in compliance with the Procurement <br />Policy. <br />Project summary statement: <br />The playground is twenty years old and exceeds the City of Everett Park’s life-cycle <br />standard of fifteen years. The Parks & Facilities Department intends to construct a new <br />playground to replace the existing equipment, update it to current industry standards, <br />and add options for accessible play. <br />Landscape Structures, Inc.'s quotation includes all playground equipment, installation <br />services, products, and surfacing. <br />The equipment and labor are available for purchase from Landscape Structures, Inc. <br />through the King County Directors’ Association (KCDA) competitively bid contract #22- <br />315/City of Everett #2022-069. The City has an interlocal cooperative purchasing <br />agreement with KCDA that allows for purchases from its competitively awarded <br />contracts instead of soliciting bids on our own. <br />Recommendation (exact action requested of Council): <br />Award and authorize the Mayor to sign the purchase of playground equipment and <br />installation from Landscape Structures, Inc. using the King County Directors’ Association <br />contract #22-315/City of Everett #2022-069 in the amount of $574,960.10, including <br />Washington state sales tax. <br />
