Section F: Public Realm <br /> must relate to the marine design aesthetic of other elements. Bollards may be a potential <br /> element for integrated art. If not, bollards shall fit with the Esplanade aesthetic. Bollards <br /> should be limited to locations that do not interfere with parking, deliveries, and other functions, <br /> but may be used in multi-purpose functions such as posts for fence enclosures or sidewalks <br /> planters. Bollards may also define parking areas. Bollards will be both permanent and <br /> removable. Permanent bollards will define edges and entrances to pedestrian areas and control <br /> vehicular access. Permanent bollards may integrate illumination when placed in pedestrian <br /> areas where emergency or maintenance access is required. <br /> Bicycle_amenities — Bike racks shall be placed in areas near the Esplanade where bikers may <br /> need to park their bikes and wish to walk, shop, eat or rest. They will also be used by residents <br /> and those who work at Waterfront Place Central. Bike racks will also be needed near the <br /> marinas for boaters and boat visitors. Access to and from the bike racks should be clear and <br /> unobstructed. Bike racks must be wide for resting the entire bike against the rack rather than <br /> single-poled. Bike racks area a great opportunity for sculptural treatment. <br /> Kiosks—Display of information about the Waterfront Place Central, community events, maps, <br /> and other information will be consolidated at information kiosks. These should be located not <br /> in the Esplanade, but rather placed at strategic locations where pedestrians access public <br /> facilities and marinas. Kiosks are to be designed as an identifiable reoccurring element. <br /> Design must relate to the area aesthetic and to the opportunity for the kiosks to be sculptural art <br /> should be explored. Kiosks will include areas for permanent information such as an area map, <br /> and for temporary information such as community events calendar. Kiosk size must be kept to <br /> a minimum to reduce visual obstruction. Information should be displayed at heights readable <br /> for adults and children, and for those with varying physical abilities. <br /> Fences and Railings <br /> Design Intent—The Esplanade exterior fences and railings may provide safety for public areas, <br /> but also should be designed for compatibility with each other through form, materials, and <br /> finishes. The district aesthetic of strong simple lines and forma should be reflected along the <br /> entire Esplanade. For upland areas, such as along the interior edge of the transition zone, <br /> railing and fence design should be informed by the design guidelines of their particular district. <br /> Rails should be designed to transition and coordinate. <br /> Materials — Exterior fences and railings will be constructed of marine durable materials <br /> including stainless steel, heavy gauge aluminum, and steel with the appropriate finish. <br /> Finishes — Finishes will be durable and low maintenance. Finishes shall be stainless, <br /> galvanized, or powder coated. <br /> Colors—For exterior fences and railings that are not stainless or galvanized, finishes should be <br /> dark, but may have light or bright accents. <br /> Fences and Railing Types <br /> Fences — At the Esplanade, tall fences will be used only for screening and security at marina <br /> services buildings. For security areas, 5' to 8' tall fences will provide controlled access, but <br /> maintain visibility such that no one can hide behind any given area of the fence. For the <br /> screening of trash dumpsters and utility areas, a 6' high fence is required that will provide <br /> 2014 Waterfront Place Central Supplemental Design Guidelines -76- <br />
