Section 5. Term and Work Plan. Pursuant to RCW 36.70A.390, this interim official <br /> control will end one-year after the effective date of this Ordinance unless earlier repealed or <br /> renewed according to law. The following work plan shall guide the work of the City Planning <br /> and Community Development Department in conducting the planning exercise authorized by this <br /> Ordinance. <br /> A. Time frame. The work plan described herein shall be completed within one year of the date <br /> of establishment of this interim official control. <br /> B. Opportunities for public participation. The City shall provide opportunities for the <br /> owner(s) and/or any prospective purchasers, owners of surrounding properties, and the <br /> general public to comment on how the future land use regulations could be improved, <br /> streamlined or revised to promote the best long term interest of the community for the future <br /> use of the Property. <br /> C. SEPA Review. The City shall conduct appropriate environmental review under the State <br /> Environmental Policy Act(SEPA). <br /> D. Amendments to City plans, policies and regulations. The City shall identify through the <br /> planning process described herein any proposed revisions to City plans, policies and <br /> regulations applicable to the Property. <br /> E. Considerations for the planning process. During the planning process authorized by this <br /> Ordinance, the City shall consider: <br /> 1. The range of alternative uses for which the site may be suitable. <br /> 2. A range of opportunities to integrate public access, recreation, environmental <br /> enhancement or other public benefits with future use of the Property, while <br /> recognizing the practical constraints of the property and private property rights. <br /> 3. The compatibility of potential future uses of the Property with other existing and <br /> future uses in the vicinity, and how potential future uses may affect the Silver Lake <br /> neighborhood, and the greater community. <br /> 4. How the site's proximity to Silver Lake should influence future uses, and appropriate <br /> design and development standards. <br /> 5. Traffic congestion and circulation, pedestrian circulation and safety, bicycle safety, <br /> and recreational use of public trails in the vicinity of the Property. <br /> 6. Impacts of future uses on the character of the Silver Lake neighborhood. <br /> 7. Other matters determined by the City to be appropriate related to the Property and <br /> Silver Lake neighborhood. <br /> Section 6. Severability. Should any section,paragraph, clause or phrase of this Ordinance, <br /> or its application to any person or circumstance, be declared unconstitutional or otherwise invalid <br /> for any reason, or should any portion of this Ordinance be pre-empted by state or federal law or <br /> regulations,this shall not affect the validity of the remaining portions of this Ordinance or its <br /> application to other persons or circumstances. <br /> 5 <br />
