Department shall have the option of accepting a voluntary in-lieu fee for improvement of <br /> Green Lantern Park. The amount of such a fee shall be determined by the City based on <br /> an estimate of the cost of providing on-site open space and recreation facilities. <br /> E. Development Standards—Urban Design. The development shall comply with the <br /> following standards, as determined by the Planning Director: <br /> 1. The buildings and any publicly oriented spaces to be developed within the Property <br /> shall be oriented to the view of Silver Lake to the maximum extent possible. <br /> 2. All off-street parking shall be located either to the north of any building that is <br /> located along the property frontage on 19th Avenue SE, or under buildings, or both. <br /> No off-street parking shall be permitted between the building(s) and 19th Avenue SE. <br /> 3. No businesses with drive up service windows shall be permitted. <br /> 4. The design of buildings shall include pedestrian friendly building facades at the <br /> ground level, especially where abutting the 19th Avenue SE street frontage. <br /> 5. Buildings shall be constructed of high quality, durable materials,using the standards <br /> of the B-3 zone as a guide during the effective period of this interim control. <br /> 6. Existing stream,wetlands and buffer areas are encouraged to be incorporated as <br /> project open space and aesthetic amenities. <br /> F. Development Standards—Residential Use. The standards applicable to residential use <br /> as required by EMC 19.15 shall apply to the residential portion of the mixed use <br /> development. Density bonuses and modification of development standards shall be <br /> allowed as provided in EMC 19.15. <br /> G. Review Process. Development of the Property shall be subject to the review process <br /> established by EMC Title 15. <br /> Section 3. Effective Immediately. It is necessary to pass this Ordinance as an emergency to <br /> prevent the establishment of vested rights that could be incompatible with the plans, policies, and <br /> regulations ultimately adopted by the City as a result of this Ordinance. This Ordinance, as a <br /> public emergency ordinance, is necessary for the protection of the public health, safety and <br /> welfare, and shall take effect immediately upon its becoming valid by Mayor's signature in <br /> accordance with City of Everett Charter Section 3.4. <br /> Section 4. Public Hearing. The City Council will hold a public hearing within 60 days of <br /> the effective date of this Ordinance to consider public comments on this Ordinance and to <br /> consider requests by any interested party to revise this Ordinance. <br /> 4 <br />
