April 6, 2016 <br /> AGREEMENT — SHARING OF RADIO SYSTEM WITH WATERSHED <br /> PATROL PERSONNEL <br /> Moved by Council Member Moore, seconded by Council Member <br /> Bader, to authorize the Mayor to sign the Radio Sharing Agreement <br /> with the Washington Department of Natural Resources to share <br /> frequencies on their radio system with Watershed Patrol personnel. <br /> Roll was called with all council members voting yes, except Council <br /> Members Murphy and Franklin who were excused. <br /> Motion carried. <br /> BID AWARD — 41ST STREET TO WEST MARINE VIEW DRIVE <br /> CORRIDOR IMPROVEMENTS PROJECT <br /> Vice President Tuohy stated this item is a bid award regarding the 41st <br /> Street to West Marine View Drive Corridor Improvements Project. The <br /> apparent low bidder is Valley Electric; however, the recommended bid <br /> award is to Marshbank Construction as the lowest responsive and <br /> responsible bidder. A bid protest regarding an award to Marshbank <br /> Construction has been filed by Valley Electric. <br /> Graham Anderson, Port of Everett, spoke in favor of the project. He stated <br /> the Port, as a funding partner, supports the City staff recommendation. <br /> Ryan Sass, Public Works, provided a brief summary of the project protest <br /> and staff recommendation. <br /> City Attorney Iles asked Vice President Tuohy to provide the amended <br /> action. <br /> Moved by council Member Moore, seconded by Council Member <br /> Bader, to reject the protest from Valley Electric, reject the bid from <br /> Valley Electric as non-responsive, and award the contract bid for the <br /> 41st Street to West Marine View Drive Corridor Improvements Project <br /> 115 <br />
