2025 PAVEMENT MAINTENANCE OVERLAY SPECIAL PROVISIONS <br />PW# 3830 <br /> SP-27 March 26, 2025 <br /> <br />*** 1 <br /> 2 <br />If the Engineer determines the permitted closure hours adversely affect traffic, the 3 <br />Engineer may adjust the hours accordingly. The Engineer will notify the Contractor 4 <br />in writing of any change in the closure hours. Exceptions to these restrictions are 5 <br />listed below and when applicable take precedence over closures listed above. The 6 <br />Engineer may also consider on a case-by-case basis additional exceptions following 7 <br />a written request by the Contractor. 8 <br /> 9 <br />Lane, ramp, shoulder, and roadway closures are not allowed on any of the following: 10 <br /> 11 <br />1. A holiday, 12 <br /> 13 <br />2. A holiday weekend; holidays that occur on Friday, Saturday, Sunday or 14 <br />Monday are considered a holiday weekend. A holiday weekend includes 15 <br />Saturday, Sunday, and the holiday. 16 <br /> 17 <br />3. After *** 2:30 P.M. *** on the day prior to a holiday or holiday weekend, and 18 <br /> 19 <br />4. Before *** 7:00 A.M. *** on the day after the holiday or holiday weekend. 20 <br /> 21 <br />5. The two-hour period prior to and the two-hour period after the following 22 <br />special events: 23 <br /> 24 <br />*** N/A *** 25 <br /> 26 <br />It shall be the Contractor’s responsibility to obtain the dates and times of all 27 <br />events. 28 <br /> 29 <br />Traffic Delays 30 <br />When Automated Flagger Assistance Devices (AFADs) or flaggers are used to 31 <br />control traffic, traffic shall not be stopped for more than *** 20 *** minutes at any time. 32 <br />All traffic congestion shall be allowed to clear before traffic is delayed again. 33 <br /> 34 <br />If the delay becomes greater than *** 20 *** minutes, the Contractor shall immediately 35 <br />begin to take action to cease the operations that are causing the delays. If the *** 20 36 <br />*** minute delay limit has been exceeded, as determined by the Engineer, the 37 <br />Contractor shall provide to the Engineer, a written proposal to revise his work 38 <br />operations to meet the *** 20 *** minute limit. This proposal shall be accepted by the 39 <br />Engineer prior to resuming any work requiring traffic control. 40 <br /> 41 <br />There shall be no delay to medical, fire, or other emergency vehicles. The Contractor 42 <br />shall alert all flaggers and personnel of this requirement. 43 <br /> 44 <br />General Restrictions 45 <br />Construction vehicles using a closed traffic lane shall travel only in the normal 46 <br />direction of traffic flow unless expressly allowed in an accepted traffic control plan. 47 <br />Construction vehicles shall be equipped with flashing or rotating amber lights. 48 <br /> 49 <br />No two consecutive on-ramps, off-ramps, or intersections shall be closed at the same 50 <br />time and only one ramp at an interchange shall be closed, unless specifically shown 51 <br />in the Plans. 52
