At the commissioning of a new traffic signal, or the recommissioning of an 1 <br />existing traffic signal which has been upgraded. 2 <br />2. Countermanding a traffic signal indication at a signalized intersection. 3 <br />Directing vehicle and pedestrian traffic when a traffic signal indication is turned off or 4 <br />is inoperative. *** To include any time a signalized intersection is dark, flashing red, 5 <br />or inoperative, such as during grinding or paving operations where the traffic signal 6 <br />must be put into flashing operation. Signalized intersections shall not be police 7 <br />controlled between the hours of 6:00am and 8:30am nor 12:00pm to 7:30pm, unless 8 <br />approved by the Engineer.
