2025 PAVEMENT MAINTENANCE OVERLAY SPECIAL PROVISIONS <br />PW# 3830 <br /> SP-53 March 26, 2025 <br /> <br /> 1 <br />5-04.3(5) Producing/Stockpiling Aggregates and RAP 2 <br />Aggregates and RAP shall be stockpiled according to the requirements of Section 3-02. 3 <br />Sufficient storage space shall be provided for each size of aggregate and RAP. Materials 4 <br />shall be removed from stockpile(s) in a manner to ensure minimal segregation when 5 <br />being moved to the HMA plant for processing into the final mixture. Different aggregate 6 <br />sizes shall be kept separated until they have been delivered to the HMA plant. 7 <br /> 8 <br />5-04.3(5)A Vacant 9 <br /> 10 <br />5-04.3(6) Mixing 11 <br />After the required amount of mineral materials, asphalt binder, recycling agent and anti-12 <br />stripping additives have been introduced into the mixer the HMA shall be mixed until 13 <br />complete and uniform coating of the particles and thorough distribution of the asphalt 14 <br />binder throughout the mineral materials is ensured. 15 <br /> 16 <br />When discharged, the temperature of the HMA shall not exceed the optimum mixing 17 <br />temperature by more than 25°F as shown on the reference mix design report or as 18 <br />approved by the Engineer. Also, when a WMA additive is included in the manufacture of 19 <br />HMA, the discharge temperature of the HMA shall not exceed the maximum 20 <br />recommended by the manufacturer of the WMA additive. A maximum water content of 2 21 <br />percent in the mix, at discharge, will be allowed providing the water causes no problems 22 <br />with handling, stripping, or flushing. If the water in the HMA causes any of these 23 <br />problems, the moisture content shall be reduced as directed by the Engineer. 24 <br /> 25 <br />Storing or holding of the HMA in approved storage facilities will be permitted with 26 <br />approval of the Engineer, but in no event shall the HMA be held for more than 24 hours. 27 <br />HMA held for more than 24 hours after mixing shall be rejected. Rejected HMA shall be 28 <br />disposed of by the Contractor at no expense to the Contracting Agency. The storage 29 <br />facility shall have an accessible device located at the top of the cone or about the third 30 <br />point. The device shall indicate the amount of material in storage. No HMA shall be 31 <br />accepted from the storage facility when the HMA in storage is below the top of the cone 32 <br />of the storage facility, except as the storage facility is being emptied at the end of the 33 <br />working shift. 34 <br /> 35 <br />Recycled asphalt pavement (RAP) utilized in the production of HMA shall be sized prior 36 <br />to entering the mixer so that a uniform and thoroughly mixed HMA is produced. If there is 37 <br />evidence of the recycled asphalt pavement not breaking down during the heating and 38 <br />mixing of the HMA, the Contractor shall immediately suspend the use of the RAP until 39 <br />changes have been approved by the Engineer. After the required amount of mineral 40 <br />materials, RAP, new asphalt binder and asphalt rejuvenator have been introduced into 41 <br />the mixer the HMA shall be mixed until complete and uniform coating of the particles and 42 <br />thorough distribution of the asphalt binder throughout the mineral materials, and RAP is 43 <br />ensured. 44 <br /> 45 <br />5-04.3(7) Spreading and Finishing 46 <br />The mixture shall be laid upon an approved surface, spread, and struck off to the grade 47 <br />and elevation established.
