2025 PAVEMENT MAINTENANCE OVERLAY SPECIAL PROVISIONS <br />PW# 3830 <br /> SP-57 March 26, 2025 <br /> <br />Testing for compliance of asphalt binder content will be by WSDOT FOP for AASHTO T 1 <br />308. 2 <br /> 3 <br />Testing for compliance of gradation will be by FOP for WAQTC T 27/T 11. 4 <br /> 5 <br />5-04.3(9)C4 Mixture Nonstatistical Evaluation – Pay Factors 6 <br />For each lot of material falling outside the tolerance limits in 5-04.3(9), the Contracting 7 <br />Agency will determine a CPF using the following price adjustment factors: 8 <br /> 9 <br />Table of Price Adjustment Factors <br />Constituent Factor <br />“f” <br />All aggregate passing: 1½″, 1″, ¾″, ½″, ⅜″ and <br />No.4 sieves <br />2 <br />All aggregate passing No. 8 sieve 15 <br />All aggregate passing No. 200 sieve 20 <br />Asphalt binder 40 <br />Air Voids (Va) (where applicable) 20 <br /> 10 <br />Each lot of HMA produced under Nonstatistical Evaluation and having all constituents 11 <br />falling within the tolerance limits of the job mix formula shall be accepted at the unit 12 <br />Contract price with no further evaluation. When one or more constituents fall outside the 13 <br />nonstatistical tolerance limits in the Job Mix Formula shown in Table of Price Adjustment 14 <br />Factors, the lot shall be evaluated in accordance with Section 1-06.2 to determine the 15 <br />appropriate CPF. The nonstatistical tolerance limits will be used in the calculation of the 16 <br />CPF and the maximum CPF shall be 1.00. When less than three sublots exist, backup 17 <br />samples of the existing sublots or samples from the Roadway shall be tested to provide 18 <br />a minimum of three sets of results for evaluation. 19 <br /> 20 <br />5-04.3(9)C5 Vacant 21 <br /> 22 <br />5-04.3(9)C6 Mixture Nonstatistical Evaluation – Price Adjustments 23 <br />For each lot of HMA mix produced under Nonstatistical Evaluation when the calculated 24 <br />CPF is less than 1.00, a Nonconforming Mix Factor (NCMF) will be determined. The 25 <br />NCMF equals the algebraic difference of CPF minus 1.00 multiplied by 60 percent. The 26 <br />total job mix compliance price adjustment will be calculated as the product of the NCMF, 27 <br />the quantity of HMA in the lot in tons, and the unit Contract price per ton of mix. 28 <br /> 29 <br />If a constituent is not measured in accordance with these Specifications, its individual 30 <br />pay factor will be considered 1.00 in calculating the CPF. 31 <br /> 32 <br />5-04.3(9)C7 Mixture Nonstatistical Evaluation - Retests 33 <br />The Contractor may request a sublot be retested. To request a retest, the Contractor 34 <br />shall submit a written request within 7 calendar days after the specific test results have 35 <br />been received.
