proposed project has the potential to impact environmental resources and/or historic <br />properties. <br />d. The SUBRECIPIENT agrees that to receive any federal preparedness funding, all EHP <br />compliance requirements outlined in applicable guidance must be met. The EHP review <br />process must be completed and FEMA approval received by the SUBRECIPIENT, <br />before any work is started for which reimbursement will be later requested. Expenditures <br />for projects started before completion of the EHP review process, and receipt of approval <br />by the SUBRECIPIENT will not be reimbursed. <br />12 ADDITIONAL SPECIAL CONDITIONS <br />a. Construction Documents, Contracts, Change Orders <br />Construction Document Approval: Upon request, the SUBRECIPIENT agrees to <br />submit one copy of all construction plans and specifications to the DEPARTMENT <br />prior to solicitation of bids. This request is to ensure bid set consistency with the <br />subgrant's approved scope of work. <br />ii. The SUBRECIPIENT shall use a competitive procurement process in the <br />procurement and award of any contracts with contractors or sub -contractors that <br />are entered into under the original contract award Copies of all bids and contracts <br />awarded shall be submitted to the DEPARTMENT upon request. Where all bids <br />are substantially in excess of project estimates, the DEPARTMENT may, by notice <br />in writing, suspend the project for determination of appropriate action, which may <br />include termination of the Agreement. <br />Construction Change Order: All change orders must be in writing and shall be <br />submitted to the DEPARTMENT The SUBRECIPIENT shall pay any increase in <br />the cost of the project as the result of a change order, unless the DEPARTMENT <br />has agreed to the change with a written amendment to this Agreement. <br />13. EQUIPMENT AND TRACKABLE ASSETS MANAGEMENT <br />a. If applicable the SUBRECIPIENT and any non-federal entity to which the <br />SUBRECIPIENT makes a subaward shall comply with 2 CFR 200 317 through 200 327, <br />and all Washington State procurement requirements, when procuring any equipment or <br />trackable assets under this Agreement, 2 CFR 200.313 for management of equipment, <br />and 2 CFR 200 to include but not limited to: <br />i. Upon successful completion of the terms of this Agreement, all equipment and <br />trackable assets purchased through this Agreement will be owned by the <br />SUBRECIPIENT, or a recognized non-federal entity to which the SUBRECIPIENT <br />has made a subaward, for which a contract or other means of legal transfer of <br />ownership is in place. <br />ii. All equipment, and trackable assets as applicable, purchased under this <br />Agreement will be recorded and maintained in the SUBRECIPIENT's inventory <br />system. <br />Inventory records shall include: <br />A. Description of the property <br />B Manufacturer's serial number, or other identification number <br />C. Funding source for the property, including the Federal Award Identification <br />Number (FAIN) (Face Sheet, Box 11) <br />D Assistance Listings Number (formerly CFDA Number) (Face Sheet, Box <br />13) <br />E Who holds the title <br />F. Acquisition date <br />G.
