111111111111.,, ' <br /> T <br /> • <br /> AvemiliA <br /> ORDINANCE NO. 2433-99 <br /> AN ORDINANCE providing for the submission to the qualified electors of the <br /> City of Everett, at a election to be held therein on February 29, 2000, a <br /> proposition authorizing the City to impose an additional regular property <br /> tax levy in an amount equal to a maximum of fifty cents per thousand <br /> dollars of the assessed value of property in the City levied permanently for <br /> emergency medical care and services including paramedic services, <br /> providing for the annual levy and collection of taxes for such purposes, if <br /> approved, and providing for a referendum procedure. <br /> WHEREAS,the City Council finds that there exists a critical need to maintain and improve <br /> emergency medical care and services in the City,including related personnel costs,training for <br /> such personnel,and related equipment, supplies,vehicles and structures needed for said services; <br /> and <br /> WHEREAS,the 1999 legislature in Chapter 224, Laws of Washington, 1999,has authorized the <br /> City to submit a proposition to the voters for authorization of a property tax levy,permanently <br /> supporting EMS; and <br /> WHEREAS, Section 2 of Initiative 695,passed by the voters of the State of Washington <br /> November 2, 1999, effective January 1, 2000,provides that any tax increase, including a <br /> monetary increase in an existing tax or a tax rate increase, shall require voter approval,which <br /> election will provide the City Council the necessary authority to set the levy(s); and <br /> WHEREAS,to maintain and improve such program it is deemed necessary and advisable that <br /> the City impose an additional regular property tax levy in the amount equal to a maximum of <br /> fifty cents per thousand dollars of the assessed value of property in the City permanently; and <br /> WHEREAS,the Constitution and laws of the State of Washington require that the question of <br /> whether or not the City may impose said additional permanent property tax levy for such purpose <br /> must be submitted to the qualified electors of the City for their approval and further, state law <br /> requires that this ordinance provide a referendum procedure; <br /> NOW,THEREFORE,THE CITY OF EVERETT DOES ORDAIN: <br /> SECTION 1: As used in this ordinance,the words hereinafter defined shall have the meaning <br /> set forth in this section: <br /> A. "City" means the City of Everett, Washington. <br /> 1 <br />
