111111111111.,, ' T • AvemiliA ORDINANCE NO. 2433-99 AN ORDINANCE providing for the submission to the qualified electors of the City of Everett, at a election to be held therein on February 29, 2000, a proposition authorizing the City to impose an additional regular property tax levy in an amount equal to a maximum of fifty cents per thousand dollars of the assessed value of property in the City levied permanently for emergency medical care and services including paramedic services, providing for the annual levy and collection of taxes for such purposes, if approved, and providing for a referendum procedure. WHEREAS,the City Council finds that there exists a critical need to maintain and improve emergency medical care and services in the City,including related personnel costs,training for such personnel,and related equipment, supplies,vehicles and structures needed for said services; and WHEREAS,the 1999 legislature in Chapter 224, Laws of Washington, 1999,has authorized the City to submit a proposition to the voters for authorization of a property tax levy,permanently supporting EMS; and WHEREAS, Section 2 of Initiative 695,passed by the voters of the State of Washington November 2, 1999, effective January 1, 2000,provides that any tax increase, including a monetary increase in an existing tax or a tax rate increase, shall require voter approval,which election will provide the City Council the necessary authority to set the levy(s); and WHEREAS,to maintain and improve such program it is deemed necessary and advisable that the City impose an additional regular property tax levy in the amount equal to a maximum of fifty cents per thousand dollars of the assessed value of property in the City permanently; and WHEREAS,the Constitution and laws of the State of Washington require that the question of whether or not the City may impose said additional permanent property tax levy for such purpose must be submitted to the qualified electors of the City for their approval and further, state law requires that this ordinance provide a referendum procedure; NOW,THEREFORE,THE CITY OF EVERETT DOES ORDAIN: SECTION 1: As used in this ordinance,the words hereinafter defined shall have the meaning set forth in this section: A. "City" means the City of Everett, Washington. 1
