B. "Legislative Authority" means the Mayor and City Council of the City. <br /> C. "Emergency medical care and services" means emergency medical care or emergency <br /> medical services, including related personnel costs,training for such personnel, and related <br /> equipment, supplies,vehicles and structures needed for the provision of emergency medical <br /> care or emergency medical services including paramedic services. <br /> SECTION 2: The City Council finds that there exists a critical need to maintain and improve <br /> emergency medical care and services in the City. Present City budget constraints make it <br /> impossible to continue said emergency medical care and services without additional funding. <br /> Said needed additional funding is available to the City through an additional property tax levy <br /> pursuant to RCW 84.52.069, as amended by Chapter 224, Laws of Washington 1999, and the <br /> Mayor is authorized to operate emergency medical care and services including paramedic <br /> services upon said voter approval. <br /> SECTION 3: For the purposes of providing funds to continue said emergency medical care and <br /> services,there is hereby imposed an additional regular property tax levy,pursuant to RCW <br /> 84.52.069, as amended by Chapter 224, Laws of Washington 1999,in an amount equal to a <br /> maximum of fifty cents ($.50)per thousand dollars ($1,000), or less as determined by City <br /> Council, of the assessed value of property in the City,to be collected in each year commencing <br /> January 1, 2001, and permanently thereafter in an amount of a maximum of fifty cents($.50)per <br /> thousand dollars ($1,000) of assessed value of property in the City or less as may be determined <br /> yearly by City Council or necessary in accordance with constitutional and statutory limitations in <br /> property tax collections. <br /> SECTION 4: After voter approval, and in addition to the authority granted in Section 2 above, <br /> the Mayor and City Treasurer are authorized for and on behalf of the City to execute a <br /> promissory note or notes or warrant or warrants providing for a loan or loans of funds from a <br /> bank or banks, or other lenders or lending institutions, in anticipation of taxes levied as <br /> authorized by Section 3 hereof,to bear interest at a rate or rates to be negotiated by the City <br /> Treasurer, and including,in the discretion of the City Treasurer,provision for early repayment. <br /> Such warrants may be redeemed from the General Fund,the emergency medical services tax <br /> levy provided for in Section 3 above,or other money as may be made available. Any and all <br /> funds derived from the levy herein, loans, contractual services or other sources for emergency <br /> medical care and services shall be segregated into an emergency medical care and services fund <br /> which may be drawn up on as necessary to meet the expenses of emergency medical care and <br /> services. <br /> SECTION 5: The City Council finds that both the need for emergency medical services as <br /> described in this ordinance and the provisions of Chapter 224, Laws of Washington 1999 and <br /> Initiative 695,require the City to place this issue before the electors at the election to be held in <br /> the City as provided by law on February 29, 2000, at which there shall be submitted to the <br /> 2 <br />
