SNO-ISLE TECH 2O23 SMALL WORKS <br />MCGRANAHAN ARCHITECTS <br />Section 00 20 00, Page 10 <br />INSTRUCTIONS TO BIDDERS <br />No Addendum will be issued later than five days prior to the date for receipt of Bids except an Addendum if necessary, <br />postponing the date for receipt of Bids or withdrawing the requests for Bids. <br />It is the Bidder's responsibility to ascertain prior to submitting the Bid that the Bidder has received all Addenda issued, and <br />shall acknowledge their receipt in the space provided on the Bid Form. <br />1.30 SUBCONTRACTOR LIST <br />For those projects where the Owner's estimate of the cost of the work is one million dollars or more, the Contractor shall <br />submit the following in a manner consistent with the requirements of RCW 39.30.360: <br />A. Within one hour after the published bid submittal time, the names of the subcontractors with whom the bidder, if <br />awarded the contract, will subcontract for performance of the work of HVAC (heating, ventilation, and air <br />conditioning); plumbing as described in chapter 18.106 RCW; and electrical as described in chapter 19.28 RCW, <br />or to name itself for the work; and <br />B. Within forty-eight hours after the published bid submittal time, the names of the subcontractors with whom the <br />bidder, if awarded the contract, will subcontract for performance of the work of structural steel installation and <br />rebar installation. <br />1.31 RIGHT OF AUDIT <br />The Owner or its representative shall have the right to audit the books and records of any bidder or any proposed subcontractor <br />or supplier of any tier. The bidder shall provide the Owner with access to any books, correspondence, instructions, receipts, <br />vouchers, memoranda and other records relating to the bid. The bidder authorizes the Owner (and shall require its proposed <br />subcontractors to authorize the owner) to communicate directly with suppliers of labor and material regarding items <br />chargeable to the owner and, if it so elects, to confirm balances due. <br />1.32 BID PROTESTS <br />A. If the Owner receives a request for copies of bids from a bidder on the Project, the Owner shall provide such <br />copies to all bidders within two business days of the bid opening. The Owner shall wait at least two full <br />business days after providing such copies before executing a contract for the project. <br />B. If the Owner receives a written protest from a bidder on the Project, the Owner shall not execute a contract with <br />another bidder without first providing at least two full business days' written notice of the Owner's intent to <br />execute a contract for the Project; provided that the protesting bidder submits notice in writing of its protest no <br />later than: <br />1. Two full business days following bid opening, if no bidder requested copies of the bids received for the <br />project under subsection (A) of this section; or <br />2. Two full business days following when the Owner provided copies of the bids to those bidders requesting <br />bids under subsection (A) of this section. <br />mcg-ARC 2120.000 February 28, 2023 <br />
