Mr. Doug Steiner <br />2707 Victor Place, LLC <br />Plan Check Number: B2310-022, First Building Review <br />January 5, 2024 <br />General <br />The project should specify the applicable building codes, including but not limited to the 2018 <br />IRC, 2018 WSEC, and the 2018 IBC. See Section R106.1.1 and EMC Section 16.005.030. <br />2. The proposed scope -of -work is not clear. The drawings should clearly delineate between <br />existing and new work using established drafting standards. Construction that is not original or <br />performed under a previously issued and finaled building permit does not qualify as existing and <br />must be shown as new work. All demolition should be shown on the existing floor plans. All <br />new construction should be shown on the new floor plan. Where the proposed project includes <br />modifications existing building components (e.g., gypsum wall board, insulation, etc.), these <br />components should be similarly delineated from existing component that are not being altered. <br />See Section R106.1.1. <br />3. The project includes replacement of plumbing, mechanical, and electrical systems throughout. <br />Separate permits will be required for this work. In addition, the work must be exposed to <br />perform inspections. The drawings should include a note stating that the removal of finishes <br />(e.g., wallboard, fixed cabinetry, etc.) will be required as directed by the inspectors during <br />construction to perform inspections. See Section R109.1.2. <br />Architectural <br />1. The 6'-2" ceiling height in the Bonus Rooms at the Upper Floor Plan on Sheet 2 is not sufficient <br />to qualify as habitable spaces. Each room should include the following now: "STORAGE SPACE <br />ONLY. NOT FOR USE AS HABITABLE SPACE OR SLEEPING ROOM." See Section R305.1. <br />2. Smoke and CO alarms are provided per IRC Sections R314 and R315. A note should be <br />included requiring the alarms to be hardwired, interconnected, and provided with back-up <br />battery power as required. Alarm clearances should comply with Section R314.3 Item 4 and <br />Section R314.3.1. <br />3. Plumbing, mechanical, and electrical work has been performed throughout the house as <br />documented in Code Enforcement Case No. CE23-0702. The project is presumed to have <br />required removal of exterior wall and ceiling/roof finishes (e.g., drywall, etc.) to perform this <br />work. Exposed exterior envelop cavities are required to be insulated per the requirements of <br />WSEC Section 503.1.1. While minor openings may not be deemed sufficient to invoke this code <br />requirement, significant openings will require insulation to be provided. The drawings should <br />accurately indicate the extent of finishes removed and replaced, and specify insulation <br />accordingly. Note that discovery during inspections of removed finish areas exceeding those <br />indicated in the approved drawings may require revised construction drawings to be submitted <br />for review and approval, and consequently result in a stop -work order for the project. See <br />Sections R106.4, R109.4, R113.2, and R114.1. <br />4. The project includes new windows and glazed doors. Safety glazing should be specified in the <br />drawings where required.
