Stormwater Pollution Prevention Plan General Introduction <br /> 1.0 Introduction <br /> This Stormwater Pollution Prevention Plan(SWPPP)has been prepared in accordance with the <br /> National Pollutant Discharge Elimination System (NPDES) stormwater permit requirements for <br /> the proposed commercial building located at 6605 Merrill Creek Parkway in Everett, WA within <br /> Section 2, Township 28 North, Range 4 East, WM. <br /> The 12.25-acre project area is within a 29-acre parcel. The parcel is bordered on the north and <br /> south by various industrial businesses and is bounded by Seaway Blvd. to the south, an industrial <br /> complex to the north and east, and a Corporate & Continuing Education Center to the west. Two <br /> existing driveways currently provide access to the site via Merrill Creek Parkway from the north <br /> and west. <br /> Existing topography on site is gently sloping and is currently undeveloped. Outside the area of <br /> disturbance there is a paved parking area, a small outbuilding, a firepit, and half size basketball <br /> court on the Northwest corner of the site encompassing approximately 3.00 acres, though these <br /> facilities will be unaffected by the proposed development. The site slopes with approximately <br /> 80-feet of fall from the southeast corner where there is a small hill to the northwest corner of the <br /> property. The majority of stormwater either drains directly into Narbeck Creek offsite or flows <br /> into Narbeck Creek through overflow of onsite wetlands. The frontage improvements lie within <br /> Powder Gulch basin. <br /> The full build-out of this project proposes the addition of a warehouse/commercial building, <br /> paved drives, parking areas,utilities, and frontage improvements. <br /> The purpose of this SWPPP is to describe the proposed construction activities and all temporary <br /> and permanent erosion and sediment control (TESC)measures, pollution prevention measures, <br /> inspection/monitoring activities, and recordkeeping that will be implemented during the <br /> proposed construction projects. The objectives of the SWPPP are to: <br /> 1. Implement Best Management Practices (BMPs) to prevent erosion and sedimentation, <br /> and to identify, reduce, eliminate or prevent stormwater contamination and water <br /> pollution from construction activity. <br /> 2. Prevent violations of surface water quality, ground water quality, or sediment <br /> management standards. <br /> 3. Prevent, during the construction phase, adverse water quality impacts including impacts <br /> on beneficial uses of the receiving water by controlling peak flow rates and volumes of <br /> stormwater runoff at the Permittee's outfalls and downstream of the outfalls. <br /> This SWPPP was prepared using the Ecology SWPPP Template downloaded from the Ecology <br /> website. It is based on the requirements set forth in the Construction Stormwater General Permit <br /> SNBL USA, LTD—Seaway Commercial Center <br /> SWPPP 1 August, 2022 <br />
