Exhibit A (Scope of Work) <br />TASK 5.2 ASSUMPTIONS <br />• The alternative table includes qualitative descriptions of the following criteria <br />as being high, medium, low for comparison <br />o Operation and Maintenance Costs: Inspection schedules, debris <br />removal, vegetation management. <br />o Life Cycle Costs <br />o Structural Maintenance: Repair of cracks, joint sealing, scour <br />protection, inlet/outlet protection. <br />o Flood/Storm Events Response: Emergency repair costs due to <br />washouts, sediment buildup, or structural failure. <br />o Sediment & Fish Passage Management: Ensuring channel stability and <br />compliance with fish passage requirements. <br />o Risk Analysis: Assess risks such as premature failure, regulatory non- <br />compliance, climate change impacts. <br />o Environmental & Social Benefits: Improved fish passage, habitat <br />restoration, flood reduction, regulatory compliance. <br />• A section of the memo will address Everett Roadway Standards Compliance <br />Considerations including: <br />o Evaluate the Howarth Park access road and Olympic Boulevard for <br />conformance with Everett Design and Construction standards including <br />sight distance, clear zone compliance, roadway widths, non-motorized <br />facilities, mainline and intersection geometry, signage and striping <br />o The type and alignment of the culvert replacement options shall be <br />considered when performing this analysis. <br />• A section of the memo will address structural engineering considerations <br />o Design work will be at a 10%-level design which would not include <br />bridge and wall plan sheets, but would include an opinion of cost and <br />bridge and wall options. <br />• A section of the memo will address stream design in conformance with the 2013 <br />WDFW Water Crossing Design Guidelines. <br />• Everett will furnish traffic volume data <br />• Optional; Otak anticipates a monitoring plan will be required to meet the risk assessments identified <br />above with an annual report for 3 years that will include routing inspections and post -storm; which will <br />be <br />• The culvert replacement will utilize stream simulation guidelines. <br />TASK 5.2 ASSUMPTIONS <br />• None <br /> <br />TASK 5.2 DELIVERABLES <br />• An Alternatives Analysis Technical Memorandum which includes a alternative comparison table <br /> <br />6.
