Page 7 of 23 <br /> <br />SECTION 2 – SCOPE OF WORK <br />2.1 INTENT SUMMARY <br />The City of Everett is seeking a supplier to provide a Sodium Hypochlorite solution for treating water from <br />Lake Chaplain before distributing it to customers. <br />The City requires a continuous supply of Sodium Hypochlorite to meet Washington State Department of <br />Health disinfection requirements. <br />2.2 BACKGROUND <br />The city of Everett's water treatment facility is located in the Sultan basin near Lake Chaplain. It is a <br />surface water treatment plant serving 640,000 residents. Our service covers the communities of Sultan, <br />Monroe, Snohomish South Everett (Lynnwood area), Everett, Tulalip, Marysville, and Snohomish County <br />PUD. The City of Everett’s water treatment plant is designed to filter and treat up to 141 million gallons of <br />water daily, with an average of 56 million gallons daily. <br />2.3 PRODUCT REQUIREMENTS <br />Unless stated otherwise, the Sodium Hypochlorite must, <br />A. Be potable water treatment grade in an aqueous solution, with a concentration of no less than <br />twelve percent (12%) low salt and no more than fifteen percent (15%) by weight. Chemicals must <br />have excess sodium hydroxide not greater than 1.5%. <br />B. Be certified as suitable for contact with or treatment of drinking water by an accredited <br />certification organization in accordance with the National Sanitation Foundation (NSF) and ANSI <br />Standard 60, Drinking Water Treatment Chemicals - Health Effects. This certification must be at <br />least at a Maximum Use Level (MUL) of 3.0 parts per million (ppm) as chlorine. <br />C. Conform to the American National Standards Institute (ANSI) and American Water Works <br />Association (AWWA) Standard B300-18, Section 4. <br />D. Conform to the most current National Sanitation Foundation (NSF) standards 60 and 61 or <br />American National Standards Institute (ANSI)/American Water Works Association (AWWA) <br />standards for water or chemicals, as applicable. <br />E. Been certified by an ANSI-accredited listing agency. <br />F. Be suitable for water treatment. <br />G. Have appeared on the current United States Environmental Protection Agency (USEPA) advisory <br />listing titled “Report on Acceptable Drinking Water Additives.” <br />H. Conform to the general chemical specifications outlined herein. <br />I. Ensure and maintain state and federal regulatory compliance for chemicals provided under this <br />solicitation. <br />
