Page 8 of 23 <br /> <br />2.4 QUALITY ASSURANCE AND QUALITY CONTROL <br />A. The Sodium Hypochlorite must not contain any foreign matter or impurity that may damage or <br />interfere with the City’s equipment, facility, or treatment processes. <br />a. This includes foreign matter or impurities from shipment or transfer into the City’s tanks. <br />B. The chemical must not contain any impurities in sufficient quantities that cause or may cause, by <br />the City’s normal usage of the chemical, to violate any existing permit limit or water quality <br />standard or any limit or standard that may be implemented during the term of this contract. <br />C. If the Sodium Hypochlorite supplied by the supplier fails to conform to the City's specifications at <br />any time, the Supplier must promptly replace it with the item that meets specifications at no <br />additional cost to the City. <br />2.5 SAMPLES AND ANALYSIS <br />The City reserves the right to retain and test samples from each shipment of Sodium Hypochlorite. The <br />supplier agrees that the contents of the samples provided fairly represent the quality of the product <br />delivered in the shipment. <br />A. When requested by city staff, prior to offloading, the supplier's driver must draw a 1,000 milliliter <br />(ml) sample of the sodium hypochlorite from the delivery trailer in the presence of a City of <br />Everett employee. <br />1. To minimize potential spills, the city requires that the supplier’s delivery trailer have a port to <br />provide a sample for analysis. <br />B. The City will test the sample using the “Suspended Solids Quality Test for Bleach Using Vacuum <br />Filtration” method as described at https://powellsolutions.com/wp-content/uploads/2021/07/ES- <br />1711-FS-06252020.pdf, <br />1. This method states a 1,000 ml sample must pass through a 47-millimeter (mm), 8 filter in less <br />than five (5) minutes using a vacuum pump set at 20 inches of Hg. <br />C. If the sample achieves a filtration time of less than five (5) minutes for 1,000 ml and is approved <br />by the City employee, the load can be transferred into the designated storage tank. <br />D. The City will refuse delivery of any product that requires more than five (5) minutes of filtration <br />time in this test. <br />2.6 ORDER ACKNOWLEDGEMENT AND DELIVERIES <br />A. Order Acknowledgement: <br />1. Ideally, once an order for Sodium Hypochlorite is placed, the awarded supplier will provide <br />an order acknowledgment to the identified City Project Manager by the close of the <br />following business day. The order acknowledgment would include the estimated date that <br />delivery of the order will occur. <br />2. All deliveries will be coordinated between the awarded supplier and the city project <br />manager. <br />3. Suppliers must state and certify the number of days the product will be delivered on their <br />proposal. Due to operational and public safety requirements, the city requests deliveries to <br />be made within 5 calendar days of order placement or an agreed-upon delivery date <br />between the awarded supplier and the city.
