2025 FEDERAL OVERLAY, W MUKILTEO BLVD – GLENWOOD AVE TO DOGWOOD DR <br /> PAGE SP51 OF SP123 SPECIAL PROVISIONS <br />WORK ORDER #3842 April 15, 2025 FEDERAL AID# NHPP-2776(011) <br />Egress and ingress shall only occur during the hours of allowable lane closures, 1 <br />and: 2 <br /> 3 <br />1. For exiting an open lane of traffic, by decelerating in a lane that is 4 <br />closed during the allowable hours for lane closures. 5 <br /> 6 <br />2. For entering an open lane of traffic, by accelerating in a closed lane 7 <br />during the allowable hours for lane closures. 8 <br /> 9 <br />Traffic control vehicles are excluded from the gross vehicle weight requirement. If 10 <br />placing construction signs will restrict traveled lanes, then the work will be permitted 11 <br />during the hours of allowable lane closures. 12 <br /> 13 <br />Advance Notification 14 <br />The Contractor shall notify the Engineer in writing of any traffic impacts related to 15 <br />lane closure, shoulder closure, sidewalk closure, or any combination for the week by 16 <br />12:00 p.m. (noon) Wednesday the week prior to the stated impacts. 17 <br /> 18 <br />The Contractor shall notify the Engineer in writing ten working days in advance of 19 <br />any traffic impacts related to full roadway closure, ramp closure, or both. 20 <br /> 21 <br />The Contractor shall notify the Engineer in writing of any changes to the stated traffic 22 <br />impacts a minimum of 48 hours prior to the traffic impacts. 23 <br /> 24 <br />1-07.23(1).RTF 25 <br />1-07.23(1) Construction Under Traffic 26 <br />(May 2, 2017 APWA GSP) 27 <br /> 28 <br />Revise the third sentence of the second paragraph to read: 29 <br /> 30 <br />Accessibility to existing or temporary pedestrian push buttons shall not be impaired; if 31 <br />approved by the Contracting Agency activating pedestrian recall timing or other 32 <br />accommodation may be allowed during construction. 33 <br /> 34 <br />1-07.24.RTF 35 <br />1-07.24 Rights of Way 36 <br />(July 23, 2015 APWA GSP) 37 <br /> 38 <br />Delete this section and replace it with the following: 39 <br /> 40 <br />Street Right of Way lines, limits of easements, and limits of construction permits are 41 <br />indicated in the Plans. The Contractor’s construction activities shall be confined within 42 <br />these limits, unless arrangements for use of private property are made. 43 <br /> 44 <br />Generally, the Contracting Agency will have obtained, prior to bid opening, all rights of 45 <br />way and easements, both permanent and temporary, necessary for carrying out the 46 <br />work. Exceptions to this are noted in the Bid Documents or will be brought to the 47 <br />Contractor’s attention by a duly issued Addendum. 48 <br /> 49 <br />Whenever any of the work is accomplished on or through property other than public 50 <br />Right of Way, the Contractor shall meet and fulfill all covenants and stipulations of any 51 <br />easement agreement obtained by the Contracting Agency from the owner of the private 52
