At the commissioning of a new traffic signal, or the recommissioning of an 25 <br />existing traffic signal which has been upgraded. 26 <br />2. Countermanding a traffic signal indication at a signalized intersection. 27 <br />Directing vehicle and pedestrian traffic when a traffic signal indication is turned off or 28 <br />is inoperative. 29 <br /> 30 <br />3.
