The cost of off -site disposal for half of the <br />potential augercast pile spoils is included, although such disposal may not be necessary if an <br />on -site disposal area is available at time of development. The estimated cost of this alternative <br />above the "base case" costs is $2,500,000. <br />Through continued monitoring and contingency plan commitment, restriction of pile installation <br />based on shallow aquifer conditions, as well as through an understanding of current compliance <br />with cleanup standards, the proposed cleanup action will address anticipated public concerns <br />regarding protection of the groundwater pathway. t therefore meets all of the criteria to be <br />considered "permanent to the maximum extent practicable." <br />The alternative without zoned pile installation restrictions was rejected because it does not <br />provide increased certainty of groundwater pathway protectiveness during potential future <br />developed conditions. <br />The alternative "Excavate and Remove Landfilled Materials" is also rejected. Because this <br />alternative was evaluated for multiple pathways, please see Section 7.9 for justification. <br />7.4.2 Provide for a Reasonable Restoration Time Frame <br />The proposed cleanup action provides a reasonable restoration time frame. The groundwater <br />pathway at the Everett Landfill/Tire Fire Site is in compliance with cleanup standards under <br />existing conditions. The proposed cleanup action defines requirements that will be imposed on <br />development to increase the certainty of groundwater pathway protectiveness during and <br />following potential future development actions. <br />7.4.3 Consider Public Concerns Raised during Public Comment on the Draft Cleanup <br />Action Plan <br />Public concerns are unknown at this time. The public has not had an opportunity to comment <br />on a draft cleanup action plan as of this date. Evaluation of the alternatives against this criterion <br />will be done after such comments are received. <br />7.5 CLEANUP ACTION ALTERNATIVES FOR DIRECT CONTACT <br />In addition to the proposed cleanup action for direct contact, which includes developed area <br />cover, construction requirements, on -site disposal of excavated refuse and access controls for <br />undeveloped areas, the following alternatives were evaluated: <br />• Developed area cover, construction requirements, off -site disposal of excavated <br />refuse and access controls for undeveloped areas <br />• Excavate and remove landfilled materials <br />FINAL - March 2001 7-5 Everett Landfill Tire Fire Site <br />Cleanup Action Plan <br />1 <br />
