1 <br />The City of Everett <br />The Floyd & Snider Team Everett Landfill/Tire Fire Site <br />• Provide a method of encouraging employers and employees in their efforts to reduce <br />the number of safety and health hazards at their work places; <br />• Provide for inspection of work places for worker hazards and reporting of such <br />hazards; and <br />• Provide for the promulgation of standards for safe work pactices for dangerous <br />areas such as trenches, excavations and hazardous waste sites. <br />The Washington Industrial Safety and Health Regulations are administered by the Department <br />of Labor and Industries and govern most aspects of construction and remediation work. <br />STANDARDS OF PERFORMANCE FOR MUNICIPAL SOLID WASTE LANDFILLS, 40 CFR 60 SUBPART <br />WWW <br />The provisions of this subpart apply to each municipal solid waste (MSW) landfill that <br />commenced construction, reconstruction or modification on or after May 30, 1991. Physical or <br />operational changes made to an existing MSW landfill solely to comply with Subpart CC of this <br />part are not considered construction, reconstruction, or modification for the purposes of this <br />section. Activities required by or conducted pursuant to a CERCLA, RCRA, or State remedial <br />action are not considered construction, reconstruction, or modification for purposes of this <br />subpart. Section 60.755 is used to determine whether a gas collection system is in compliance. <br />Since the Everett Landfill was closed in 1976, and subsequent modifications to the landfill <br />occurred prior to May 30, 1991 or were part of activities required under a State remedial action <br />(interim actions), this is not considered applicable to the Everett Landfill site. <br />Page 10 of 10 Attachment CAP-1 <br />1 <br />F1 <br />1 <br />1 <br />1 <br />1 <br />1 <br />
