L� <br />The City of Everett <br />The Floyd & Snider Team Everett Landfill/Tire Fire Site <br />6.6.2 SWPPP <br />If any inspection conducted in accordance with the SWPPP finds a condition that could lead to <br />surface water or sediment contamination, contingency plans provided for in the SWPPP will be <br />initiated. <br />6.7 CONTINGENCY PLAN <br />6.7.1 SURFACE WATER SAMPLING <br />An exceedance of the cleanup standard at the compliance point initiates this contingency plan. <br />Data from the other five downstream samples will be evaluated to determine if a likely source <br />area could be identified. If the compliance point exceeds the cleanup standard, it is likely that at <br />least one other downstream sample point has an elevated concentration of the contaminant that <br />caused the exceedance. Inspection efforts will be concentrated in the area upstream of an <br />affected sample point. Inspections will look for leachate seeps, exposed refuse, or other <br />evidence of sources of contamination to surface water. Deficiencies will be corrected as <br />appropriate. ' <br />If no obvious source of contamination were observed, another surface water sampling event will <br />be conducted to determine if the contamination still exists. Additional upgradient sampling <br />points may be added to assist the investigation. This process will continue until the cleanup <br />standard is no longer exceeded, or until an upgradient, off -site source of the contaminant is <br />identified. Appropriate notifications will be made if the contaminant is found to be from an off - <br />site source. ' <br />6.7.2 SWPPP I <br />The SWPPP will include requirements for periodic inspections of applicable features included in <br />the SWPPP. Any inspection that noted a deficiency would initiate the corrective actions and <br />contingencies included within the SWPPP. Such contingencies typically include emergency spill <br />cleanup, maintenance, repair, and documentation. If it is determined that basic maintenance <br />and repair would not be adequate to correct the observed deficiency, then appropriate design by <br />a registered engineer in the State of Washington would be initiated.
